On the 23rd, it was learned from the Ministry of Civil Affairs that in order to reduce the pressure of care expenses for disabled elderly people and better meet their urgent needs for care services, the Ministry of Civil Affairs and the Ministry of Finance recently jointly issued the "Notice on Implementing the Elderly Care Service Consumption Subsidy Project for Moderately or Above Disabled Elderly People", which will distribute elderly care service consumption subsidies to moderately or above disabled elderly people nationwide. The notice clearly states that the subsidy target of this project is elderly people who have been uniformly evaluated as moderately, severely, and completely disabled. The subsidy projects include home, community, and institutional elderly care services, among which home and community elderly care services mainly include "six assistance" services such as meal assistance, bathing assistance, cleaning assistance, walking assistance, emergency assistance, medical assistance, as well as rehabilitation nursing, day care, etc; Institutional elderly care services include long-term services (stay in the institution for more than 30 days) and short-term services (stay in the institution for less than 30 days). The notice states that the project adheres to the principle of voluntary application, and elderly people and their agents can register and apply through the "Civil Affairs Platform" (including mini programs and apps). Subsidy funds are distributed in the form of electronic consumption vouchers through the "Civil Affairs Pass" on a monthly basis. Elderly people with moderate to severe disabilities can deduct relevant expenses proportionally within the consumption voucher limit when purchasing elderly care services. The head of the relevant department of the Ministry of Civil Affairs stated that based on in-depth research and demonstration, the Ministry of Civil Affairs and the Ministry of Finance will organize and implement the project of providing elderly care service consumption subsidies to moderately or above disabled elderly people. This is a universal policy measure aimed at elderly people who have been uniformly assessed as moderate, severe, or completely disabled. It will provide corresponding subsidies to these elderly people for purchasing home-based, community based, and institutional elderly care services through fiscal funds, bringing tangible benefits to the elderly. It is reported that considering the large scale of funds, large number of people covered, and wide scope of involvement in this project, in order to ensure the expected results of project implementation, the project will be launched in pilot areas such as Zhejiang Province, Shandong Province, Chongqing City, Shenyang City in Liaoning Province, Chuzhou City in Anhui Province, Xinyu City in Jiangxi Province, and Chengdu City in Sichuan Province starting from July 2025, and will be promoted in other provinces by the end of 2025 according to the pilot situation. The implementation period for projects in various regions is 12 natural months. The subsidy funds are generally shared by the central and local governments according to the 9:1 principle, with the central government responsible for 85%, 90%, and 95% of the funding in the eastern, central, and western regions, respectively.
