Song Zhiyong mentioned at the meeting that during the 14th Five Year Plan period, about 350 million people in China traveled by plane, and the current number of aviation population has reached 470 million, making it the country with the largest aviation population in the world. Last year, the passenger volume of civil aviation exceeded 700 million, and it is expected to exceed 770 million this year. The civil aviation transportation market continues to heat up in the infrastructure sector. During the 14th Five Year Plan period, civil aviation invests over 100 billion yuan annually in infrastructure construction, promoting the completion and operation of modern airports such as Chengdu Tianfu and Qingdao Jiaodong. The four world-class airport clusters of Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao, and Chengdu Chongqing have begun to take shape, and it is expected that the total number of civil transportation airports will reach 270 by the end of the year. In addition to ground facilities, the construction of major air corridors such as Jingkun and Guanglan has effectively alleviated the problem of airspace tension. In terms of route network, since the 14th Five Year Plan, the Civil Aviation Administration of China has continuously improved the international aviation hub functional system and optimized and perfected the route network layout. By 2024, there will be 4513 domestic air routes connecting 264 cities, with air services covering 92.6% of prefecture level administrative units and 91.2% of the population. International air routes connect 213 cities in 83 countries, providing more options for outbound travel. The improvement of service quality is particularly significant. The international airline network is constantly becoming denser, adding vitality to summer inbound consumption. Guo Jia, a civil aviation expert and professor at the Southern Business School of Guangdong University of Foreign Studies, told reporters that the year-on-year increase in passenger volume on international routes is particularly significant. The civil aviation industry is achieving breakthroughs by focusing on regional emerging routes such as Japan and South Korea, and this differentiated recovery path is more valuable. According to a research report by China Merchants Securities, the current demand for travel consumption has a certain degree of resilience, and economic and consumption stimulus policies are favorable for the growth of domestic travel demand. Looking ahead to the future, the trend of industry supply-demand rebalancing and profit recovery is clear. The acceleration of the development of the aviation logistics industry is an important support for the modern industrial system. Developing the aviation logistics industry is of great significance for strengthening the domestic circulation and ensuring the stability of the international supply chain. During the 14th Five Year Plan period, China's aviation logistics showed a strong development trend. Data shows that in 2024, the air cargo and mail transportation volume reached 8.892 million tons, an increase of 32.8% compared to 2020. Among them, the international market driven by cross-border e-commerce performed well. In the first half of this year, the international cargo and mail transportation volume reached 2.037 million tons, an increase of 23.4% year-on-year. By the end of 2024, the number of cargo airlines in China has increased to 13, with a total of 268 cargo planes. After completing the mixed ownership reform, enterprises such as China Eastern Airlines Logistics Co., Ltd. have continuously extended their service chain and improved their comprehensive service capabilities. China's airlines have a market share of 44% in the international cargo market. At the same time, China's air route network is constantly being optimized. A domestic air cargo channel has been formed with major urban agglomerations and metropolitan areas as its core. Currently, it has been navigable to 106 cities in 50 countries, providing smooth access to global core markets. The promotion of smart facilities has increased the electronicization rate of freight documents and greatly improved transit efficiency. In terms of intelligent transformation, Hong Yong, an expert from the China Digital Reality Integration 50 Forum think tank, told reporters that the aviation logistics industry has initially solved the two major pain points of "information silos" and "inconsistent standards": through electronic waybills, unified barcodes, and radio frequency identification technology, multiple hub airports can achieve visual, measurable, and traceable cargo status, and connect the data chain between airlines, airports, cargo terminals, and customs. The next step that needs to be broken through the most is the "integrated digital operation platform across subjects and transportation modes". Under the premise of data security and controllability, it will integrate aviation trunk lines, truck flights, high-speed railways, China Europe freight trains, and even terminal drones and unmanned vehicles into the same "logistics digital twin map", forming an efficient multimodal transport network. In order to promote the development of aviation logistics, during the 14th Five Year Plan period, the Civil Aviation Administration of China has formulated a special plan for the development of aviation logistics, setting 14 development indicators around four aspects: leading scale, safety and reliability, advanced intelligence, and high quality and efficiency.
