A beneficial attempt to optimize resource allocation through "public transportation+logistics"

A bus not only carries passengers, but also transports goods. According to media reports, public transportation groups in cities such as Zhengzhou in Henan, Nanjing in Jiangsu, and Chengdu in Sichuan have reached cooperation agreements with SF Express to explore a cross-border cooperation model of "public transportation+logistics". With the help of the bus system, "same city express delivery" has further accelerated, and some parcels that were originally supposed to be delivered the next day can now be delivered to consumers within two and a half hours. Buses have become a refreshing ride for express delivery. Think about it carefully, in recent years, buses have actually broken through the "essence" of traditional public transportation tools, presenting an increasingly diverse appearance: selling breakfast and cold drinks, opening pet special lines, customizing wedding car services, assisting tourism and sightseeing... Multiple public transportation systems connect tourism, delivering food, going to school and other scenes, gradually becoming a travel complex that provides "customized" services. Behind this transformation is a profound change in people's modes of transportation. According to data from the Ministry of Transport, the urban passenger volume of public buses and trams in China will reach 38.67 billion in 2024, which is only 55.90% of the passenger volume during the same period in 2019. At the same time, the number of newly registered motor vehicles has exceeded 30 million for 10 consecutive years. Not only is the number of private cars rapidly increasing, but currently, most first and second tier cities have well connected subways and shared bicycles scattered everywhere. People's travel choices are becoming more diverse, and the attractiveness of buses is gradually decreasing. Improving the operating conditions has become a challenge for many urban public transportation systems. Cooperating with courier companies has a practical background to reverse this lifelong dilemma. However, compared to the past "self-reliance" and "seeking development", the more noteworthy aspect of this cross-border cooperation lies in the effectiveness of market allocation of resources and the smooth flow and efficient allocation of underlying factor resources. The public transportation group has a network system that covers the entire urban area, intensive and efficient scheduling capabilities, and multi-dimensional stations, which can be regarded as the capillaries that penetrate the urban transportation network. Integrating into the express delivery network not only effectively activates idle public transportation resources, but also benefits express delivery companies in reducing costs and increasing efficiency. However, to achieve this "win-win" situation, data sharing and industry integration are indispensable, which precisely reflects the requirements of the national top-level design for the construction of the transportation market. In December 2024, the Central Office and the State Council issued the "Opinions on Accelerating the Construction of a Unified and Open Transportation Market", with the core content of accelerating the construction of a unified transportation market. The Opinion requires: "Strengthening the coordination of major policies for the development of comprehensive transportation, promoting the smooth flow and efficient allocation of factors and resources in the transportation market, especially breaking down data barriers, coordinating the sharing and sharing of transportation infrastructure, and accelerating the sharing and exchange of data between regions and departments..." Its significance is not only to activate transportation resources, but also to achieve efficient operation of the transportation market and implement the concept of green development of cities without increasing the total number of vehicles. Of course, there are still some "adjustments" needed to achieve this refined cooperation, such as goods occupying the space of the carriage, loading and unloading goods causing extended stop times, and a decrease in the cleanliness of the carriage, which affect the passenger experience. The public transportation group needs to improve its services and come up with better solutions. For express delivery companies, adjusting transportation routes, recalculating delivery times, and achieving full chain tracking require continuous exploration and adjustment. Cross border cooperation between express delivery and public transportation will further unleash the vitality of the transportation industry. In the future, it may become the norm for people to send express delivery while waiting for public transportation. (New Society)
