The reporter learned from the National Cutural Heritage Administration on July 17 that the National Cutural Heritage Administration recently issued a notice on standardizing the management of borrowing first-class cultural relics in state-owned collections. The notice emphasizes that cultural relics administrative departments and cultural relics collection units at all levels should deeply understand the importance, scarcity, and non renewability of first-class cultural relics in their collections, and prioritize the safety of cultural relics. First level cultural relics in the museum collection that are poorly preserved and easily damaged due to transportation packaging shall not be lent out. The notice proposes that lending units should effectively fulfill their main responsibility for cultural relic safety, fully evaluate the necessity of lending cultural relics, strictly assess the current status of cultural relics and venue facilities, and strengthen the supervision and management of the entire process. The borrowing unit shall bear direct responsibility for the use of cultural relics, improve safety protection facilities and measures in accordance with relevant regulations and standards, and ensure the safety of cultural relics. The notice requires that the lending unit should fully evaluate the preservation status of the first level cultural relics in the proposed lending collection, organize professional personnel to demonstrate whether the cultural relics are suitable for exhibition and transportation, and provide targeted suggestions for storage, exhibition, packaging, and transportation. The notice stipulates that the maximum period for the continuous borrowing of the same cultural relic to the same or different units shall not exceed three years, and the time limit requirements shall not be avoided by continuously borrowing to different units.
