In order to solidly promote the construction of digital twin water conservancy, the Ministry of Water Resources has recently issued the "Three Year Action Plan for the Construction of Integrated Monitoring and Perception System for Rivers, Lakes and Reservoirs (2025-2027)", deploying and implementing the three-year action plan for the construction of integrated monitoring and perception system for rivers, lakes and reservoirs by applying satellite remote sensing, video surveillance, unmanned aerial vehicles, Beidou and other technologies to strengthen the spatial control of river, lake and reservoir water bodies and shorelines. The relevant person in charge of the Ministry of Water Resources introduced that the action plan adheres to demand driven, application oriented, digital empowerment, and capacity enhancement. Through the implementation of a national river and lake basic situation survey, the improvement of river and lake management data base, the research and development of river and lake intelligent models, the normalization of satellite remote sensing intelligent monitoring, the "look back" of river and lake remote sensing spot verification, real-time capture of video surveillance, regular drone inspections, and intelligent supervision of river sand mining, key tasks are carried out to build an integrated monitoring and perception system for rivers, lakes, and reservoirs that connects front-end perception, platform collection, and information application throughout the entire process. The system implements full coverage, multi object, high-frequency, high-precision, and long-term dynamic monitoring of rivers, lakes, and reservoirs. According to the action plan, by 2027, the water resources department will basically build a monitoring and perception network with satellite remote sensing as the main source, video surveillance and drones as supplements, which will connect the entire chain of monitoring, analysis, warning and disposal, and achieve the full process online management of the "four chaos" of rivers, lakes and reservoirs (disorderly occupation, disorderly mining, disorderly stacking, and disorderly construction), obstacles to river flow, and encroachment on reservoir capacity through "discovery analysis warning information push disposal feedback".
