On July 16th, the State Council Information Office held a regular policy briefing today, introducing the relevant information of the "Three Year Action Plan for Promoting Employment of Persons with Disabilities (2025-2027)". According to our national disability classification standards, there are a total of seven types of disabilities, including visual, hearing, speech, physical, intellectual, mental, and multiple disabilities. For a long time, our country has implemented targeted policies and precise services based on the characteristics of different types of disabled people. Li Dongmei, Vice President and Vice Chairman of the China Disabled Persons' Federation, stated that the first phase of the three-year action plan, which will be implemented from 2022, has already combined the care, rehabilitation, and employment of disabled persons through assisted employment and centralized employment, allowing intellectual, mental, multiple, and severe physical disabilities to experience the joy of labor and receiving rewards after labor. Based on the above experience, the second three-year action plan will clarify the promotion of assisted employment for people with disabilities as a special project, and also specify a series of supportive policies. For example, places with conditions can provide free operating premises or rental subsidies for disability assisted employment institutions, set up social work positions in disability assisted employment institutions, equip disabled employment service personnel, include disability assisted employment services in the scope of government procurement services, encourage, guide and support social forces to develop disability assisted employment, etc. As a group facing special employment difficulties, blind people have been targeted for assistance in two consecutive three-year campaigns. Unlike the first three-year campaign, this time the employment of blind people has been promoted from the "Blind Massage Employment Promotion Action" to the "Blind Employment Assistance Action", aiming to help visually impaired people achieve more full employment in multiple industries, including blind massage, through bottom-up assistance and various forms of support. In terms of promoting employment for deaf people and enhancing their employment skills, the 14th Five Year Plan for the Protection and Development of Persons with Disabilities proposes to provide barrier free support services for disabled people, especially deaf people, to participate in vocational skills training, employment and entrepreneurship. The 14th Five Year Plan for Vocational Skills Improvement of Persons with Disabilities proposes to strengthen the construction of vocational training teacher teams for persons with disabilities based on their physical and mental characteristics, as well as their special needs such as Braille and sign language. In implementing the second three-year action plan, the China Disabled Persons' Federation will guide local governments to coordinate and make good use of existing policies, and adopt more targeted assistance measures for different types and characteristics of disabled people.
