SCO's' Digital Link ': Bridging the Global Digital Divide through Inclusive Cooperation
2025-07-16
In today's rapidly advancing global digital wave, digital technology has become an important engine driving economic and social development. However, at the same time, an intangible "digital divide" is also becoming a new challenge that exacerbates global development imbalances. In this context, the Shanghai Cooperation Organization is gathering consensus and strengthening cooperation ties around the digital economy. At the 2025 SCO Digital Economy Forum held in Tianjin recently, a series of new achievements were implemented, marking the increasingly resilient "digital bond" connecting countries. This is not only the deepening of regional economic cooperation, but more importantly, it has nurtured and practiced a new paradigm of digital governance characterized by inclusiveness, openness, and win-win, providing valuable insights for bridging the global digital divide. The unique value of this' digital bond 'first stems from its solid consensus foundation. The Shanghai Cooperation Organization is the most populous and vast regional cooperation organization in the world, with enormous potential for the future development of the digital economy and broad prospects for cooperation. Faced with the barriers hindering global digital economic cooperation, the SCO countries have clearly issued a common voice of "strengthening comprehensive cooperation in the digital field and narrowing the digital divide in economic development". This consensus is rooted in the concept of "seeking common development" in the "Shanghai Spirit". As stated by the Secretary General of the Shanghai Cooperation Organization, Yermekbayev, only through cooperation and exchange can digital technology become a tool for promoting inclusive development. The common concept of carrying out digital economic cooperation based on cooperation, equality, and sharing provides a powerful moral and action force for breaking technological monopolies and resisting digital barriers. It is under the guidance of this concept that the digital cooperation of the Shanghai Cooperation Organization exhibits a distinct characteristic of "complementary coexistence", where all parties can find and leverage their comparative advantages in cooperation, forming an efficient and interconnected organic whole. In this grand cooperation landscape, China leverages its advantages in digital infrastructure, with digital empowerment scenarios covering more than 20 member countries, observer countries, and dialogue partner countries; Russia actively promotes the strengthening of standardization cooperation among the standardization agencies of the Shanghai Cooperation Organization, and is committed to providing institutional guarantees for standardization cooperation among countries; Uzbekistan focuses on cultivating digital technology talents, training 29000 professionals annually; Kazakhstan has leveraged its geographical advantages, and Almaty has become a key node on the "Digital Silk Road"... From infrastructure construction to industrial applications, from international data standards and norms to digital technology talent cultivation, consensus among countries continues to deepen, and cooperation methods continue to innovate, injecting new impetus into regional economic coordinated development. What is even more valuable is that this vision of cooperation has yielded fruitful results, steadily transforming the blueprint of inclusive development into a reality that benefits people from all countries. As an important participant, promoter, and contributor to the digital economy cooperation of the Shanghai Cooperation Organization, China continues to promote digital economy cooperation among SCO countries through practical actions. In Kyrgyzstan, the 5G network built by Chinese enterprises covers major cities, helping to increase the local Internet penetration rate from 43% to more than 70%; In Tajikistan, the digital medical platform of China Tajikistan cooperation has achieved full coverage of remote consultations, benefiting people in remote areas; China has established 10 Luban workshops in the Shanghai Cooperation Organization (SCO) countries, and the cultivation of digital talents is closely integrated with academic education and vocational training... These vivid cases eloquently prove that all SCO countries can enjoy the dividends of the digital economy in cooperation, and the overall realization of inclusive development is gradually moving from vision to reality. The beauty of soup lies in its harmony and uniqueness. ”Looking ahead, the consensus on cooperation among the countries of the Shanghai Cooperation Organization will undoubtedly provide more lasting impetus for bridging the global digital divide. From the continuous promotion of "hard connectivity" such as cloud service facilities and data centers, to the continuous strengthening of "soft connectivity" such as cross-border data flow and international data governance, and to the increasing depth of "heart connectivity" such as think tank cooperation and talent cultivation, this "digital bond" will become more resilient and broad. China will also continue to work with its SCO partners, using mutual trust as a bridge and win-win as a boat, to contribute to building a more inclusive and inclusive digital world and promoting the construction of a closer SCO community with a shared future.
