On July 15th, the joint investigation team of Linyi City, Shandong Province issued a notice stating that the Lanshan District Market Supervision and Administration Bureau of the city had problems such as insufficient evidence of punishment and improper law enforcement procedures in the process of law enforcement and case handling, and is upgrading the incident to continue investigating. In February of this year, Ms. Zhang, the operator of a restaurant in Lanshan District, posted a short video on a short video platform with the main content of the restaurant's dish "Toad Soup". The beginning of the video is a pot of soup with handwritten markings of "Toad Soup", followed by the display of various insect ingredients, and finally the appearance of the restaurant. There is no sound, no price tags, no purchase links, and even no name or address of the restaurant in the entire video. On March 22nd, Ms. Zhang received a call from the market supervision department of Lanshan District, informing her that the video had been reported for suspected illegal advertising and that she needed to cooperate with the investigation. On March 24th, Ms. Zhang received an administrative penalty notice stating that the restaurant was suspected of publishing advertisements prohibited by law and that "the parties involved refused to cooperate with the investigation". The notice proposes to impose a heavier penalty of 450000 yuan in accordance with the law. After receiving the administrative penalty notice, Ms. Zhang submitted a statement of defense and a hearing application within 5 days, claiming that the video posted was not an advertisement and did not have any illegal behavior, and deleted the posted video. Ms. Zhang filed an administrative lawsuit on July 4th, requesting the revocation of the administrative penalty notice. On July 10th, the court filed a case. On the evening of July 11th, the joint investigation team of Lanshan District issued a situation report stating that on May 12th, the Lanshan District Market Supervision Administration decided not to impose administrative penalties based on specific facts and the degree of harm, and informed the parties involved. At around 7am on July 14th, staff from the Lanshan District Market Supervision and Administration Bureau came to Ms. Zhang's door and delivered a decision not to impose administrative penalties.
