2025-07-16
Recently, the Office of the State Council Work Safety Committee has deployed a special campaign to clean up black refueling points nationwide from June to December 2025. Finished oil products are widely used in the production and daily life of the people. In recent years, individual criminals have disrupted the order of the refined oil circulation market and infringed upon the legitimate rights and interests of consumers through various means such as illegal blending and production of inferior oil products, tax evasion, illegal transportation, and illegal sales, in order to seek personal gain; Some mobile fuel trucks disguise themselves as sprinkler trucks and illegally sell finished oil, while others hide in underground garages, school bus parking spots, etc., posing a serious threat to public safety. In order to effectively rectify the chaos in the refined oil market that affects public safety, the Office of the State Council Work Safety Committee organized the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the Ministry of Emergency Management, the State Administration of Taxation, the State Administration for Market Regulation, and other units to deploy a special rectification campaign nationwide. The special rectification action, combined with the "Opinions of the General Office of the State Council on Promoting the High quality Development of Finished Oil Circulation" at the beginning of the year, arranges the work related to cracking down on illegal and illegal activities in the field of finished oil circulation. Starting from the sources of oil products, vehicle and vessel transformation, and sales channels, it focuses on rectifying black refueling points such as mobile refueling vehicles and vessels, illegal operation of self built oil tanks, as well as black chains such as illegal oil blending, renaming sales, "oil ticket separation", and illegal modification of refueling vehicles and vessels. It highlights the clearing of points, surface investigation, execution connection, and elimination of chains, while exposing typical cases, forming a high-pressure situation to severely crack down on illegal and illegal activities of finished oil. In accordance with the unified deployment of the Office of the State Council Work Safety Committee, in recent days, various regions and relevant departments have organized forces to go deep into key areas such as industrial parks, logistics parks, construction sites, national and provincial roads, river docks, etc., to carry out centralized verification and disposal of the clues of black refueling points identified in the early stage of investigation, and combined with the clues of tax evasion, fake and inferior oil products, illegal vehicle and vessel modification reported by the masses, to trace, investigate, and crack down on illegal activities in various links such as illegal oil production, sales, transportation, and taxation, resolutely cutting off the chain of interests. As of July 14th, a total of 1052 illegal clues have been verified, 2377 tons of illegal oil products have been seized, 394 mobile fuel trucks and 560 illegally operated oil storage tanks have been confiscated, and 478 cases have been investigated. The relevant officials of the Office of the State Council Work Safety Committee emphasized that this special rectification action should fully leverage the functional advantages of various departments, strengthen overall coordination, consolidate responsibilities at all levels, and work together to tackle and eliminate safety risks and hidden dangers. At the same time, we will promote the establishment and improvement of cross departmental joint supervision mechanisms, and carry out regular anti illegal activities in the field of refined oil circulation to ensure effective results.
