Strengthening new highlights of cultural and tourism consumption

Low altitude cultural and tourism activities mainly refer to the use of low altitude aircraft for tourism sightseeing, flight experience, aerial photography, drone performances, etc. As one of the core application scenarios of low altitude economy, low altitude cultural and tourism consumption, with its outstanding consumption attributes and creative value, is becoming an important engine for cultivating new market consumption models, injecting new vitality into the cultural and tourism industry at an unprecedented speed. Taking drone performances as an example, a single performance can cover tens of thousands of viewers, and ticket revenue, sponsorship revenue, and derivative sales form a complete profit loop. Compared to traditional fireworks displays, drone performances are not only environmentally friendly and controllable, but also enable precise programming and personalized customization, significantly increasing their commercial value. At present, the application of low altitude technology in cultural and tourism consumption scenarios is relatively mature. Many scenic spots and resorts in our country have introduced low altitude tourism products to provide tourists with aerial sightseeing services and sports experiences. These innovative applications not only enrich the supply of tourism products, but more importantly, build differentiated competitive advantages, enhance destination attractiveness and reputation. The application of low altitude technology in cultural and tourism consumption has three significant characteristics: firstly, creating immersive consumption scenarios, providing tourists with new visual experiences and sensory stimuli. Secondly, users have a strong willingness to pay, flexible business models, and diversified profit models. The third is the high dependence on airspace openness and security capabilities, which requires the dual protection of policy support and technical support to achieve sustainable development. As a major tourism province, Hainan, with its unique geographical and policy advantages, is at the forefront of low altitude cultural and tourism in the country. Hainan has issued relevant action plans to develop low altitude consumption in an orderly manner, clearly stating the need to accelerate the construction of low altitude infrastructure, establish a solid safety bottom line, and pilot new industries, models, and scenarios of "low altitude+tourism". In terms of product formats, Hainan is developing a number of tourism consumption projects such as drone performances, low altitude tours, powered paragliding, hot air balloons, and low altitude skydiving, building a low altitude cultural and tourism product matrix covering multiple dimensions such as sightseeing, entertainment, sports, and experience. In terms of spatial layout, fully utilizing the geographical advantages of islands, developing characteristic projects such as coastline sightseeing, cross sea flights, and maritime rescue exercises, has formed a unique low altitude cultural and tourism brand with Hainan characteristics. Although low altitude cultural tourism has broad development prospects, it still faces many practical problems in practical application and development process. Security concerns are the biggest limiting factor. Low altitude flight has greater negative externalities compared to ground activities, and once an accident occurs, the impact is widespread and the consequences are severe. High costs are another prominent issue. Taking helicopter low altitude sightseeing as an example, the cost of a single flight can easily reach several hundred yuan or even thousands of yuan, exceeding the affordability of ordinary tourists. In addition, the standardization level of low altitude tourism products is low, and the service quality is uneven, which to some extent affects the establishment of market reputation. The exploration and practice in Hainan provide important references for the development of the low altitude cultural and tourism industry: through policy experimentation, creating a favorable environment for industrial development; Drive technological breakthroughs and mode innovation through specific application scenarios and requirements; Coordinate resources from multiple parties such as government, enterprises, and users to form a development synergy and solid guarantee. More importantly, low altitude tourism has redefined the boundaries and essence of the tourism industry. From flat sightseeing to three-dimensional experience, from passive viewing to active participation, from standardized products to personalized services, this is not only a technological innovation, but also a profound change in consumer concepts and business logic. With the continuous optimization of policy environment, steady improvement of technological level, and gradual maturity of consumer awareness, low altitude cultural and tourism practices represented by Hainan will develop from a "spark" to a "prairie fire", adding more exciting highlights to China's tourism industry.
