What does this 15.97% mean?

The Ministry of Natural Resources recently announced that from 2021 to 2024, the total construction land use area ("land consumption") per unit of GDP in China has decreased by 15.97%, achieving the expected target of the 14th Five Year Plan one year ahead of schedule. What does the decrease in land consumption mean? It is closely related to the level of economic development and the level of land conservation and intensification. Therefore, this 15.97% decline not only means that China's economic growth has further shaken off its dependence on land, but also signifies a profound transformation in China's economic growth mode and development momentum.
