This summer, many museums in Beijing have adjusted their opening hours, with staggered and delayed opening becoming a major highlight. 22 museums, including the Capital Museum, China Film Museum, and National Natural History Museum, will adopt measures to close on Tuesdays or cancel their closing days; 20 museums, including the Military Museum of the Chinese People's Revolution, the Museum of Chinese Overseas Chinese History, the Beijing Planetarium, the Chinese Garden Museum, and the Beijing Art Museum, will provide extended opening services to the public at selected times. Museums and other public cultural venues are important places to meet the spiritual and cultural needs of the masses, and play an important role in improving public scientific literacy and enhancing the overall quality of the people. Especially in the face of the growing demand from the public, the quality and level of museum services have a wide impact on the spiritual and cultural life of the public. Due to the high consistency between the opening hours of most museums and the commuting time of office workers, a considerable number of people can only visit during weekends and holidays. During holidays, due to the large number of people taking concentrated vacations, the total demand for visits often increases significantly. Especially in recent years, museums have been booming, and summer study tours, parent-child tours, and other activities have become popular. Some parents, in order to accompany their children, sometimes even go with their families or invite three to five friends to accompany them. As a result, the contradiction between tourists' visiting needs and the carrying capacity of museums has become increasingly prominent, even leading to the problem of "difficulty in booking museums". From a practical perspective, there is still potential to tap into the reception capacity of museums by optimizing services, such as staggered and delayed opening, which deserves recognition. Extending the service hours of museums during holidays or special periods is a positive response to public demands. On the one hand, it can provide the public with more time and opportunities to visit museums and enjoy public cultural services, providing the greatest convenience for groups such as office workers to engage in cultural consumption; On the other hand, it is also possible to extend the service chain and cycle of museums, achieve effective diversion and staggered consumption, maximize resource efficiency, and better ensure the service quality of museums. To achieve a win-win situation in this way, delaying opening up is a convenient measure that puts people first. In fact, extending the service hours of public cultural institutions has become a consensus and gradually a public policy. In 2021, the Ministry of Culture and Tourism jointly issued the "Opinions on Promoting the High Quality Development of Public Cultural Services", which proposed to "further strengthen staggered and delayed opening, and encourage the development of night services". Fujian and other places have also issued relevant notices to promote the implementation of staggered and delayed opening of public libraries, museums (memorials), cultural centers (stations), art museums, etc. Since 2022, the Chengdu Library in Sichuan has implemented ultra long delay services, and the Zhejiang Natural History Museum has created a 24-hour museum in a 300 square meter cultural space. These practices have been widely welcomed by readers and audiences. Similar medical institutions open expert clinics during holidays, weekends, and nighttime to provide the public with uninterrupted public services, which can improve the coverage and quality of public services. From the pilot projects in some places, both the number of visitors and social satisfaction have been greatly improved, and higher levels and quality of public cultural services have gradually become the norm. However, it is also necessary to pay attention to the rational allocation of resources, balanced internal management, and fully mobilize the enthusiasm of internal personnel in order to ultimately achieve sustainability of this service.
