Recently, the "Beijing Offline No Reason Return Commitment Guidelines (Trial)" (hereinafter referred to as the "Guidelines") were officially released to the public. The Guidelines specify that physical stores may voluntarily promise to return goods without reason, but must fulfill their obligations and not make false promises. Consumers returning goods must ensure that the goods are in good condition and must not maliciously return them. At the same time, regulations are made for disputes such as lost shopping vouchers, the definition of goods in good condition, and the handling of gifts, providing guidance for optimizing the consumption environment and safeguarding consumer rights and interests. Since the establishment of the "seven day no reason return" system in the new version of the Consumer Rights Protection Law, no reason return has become a standard in the e-commerce field, and many consumers who are accustomed to shopping in physical stores also urgently hope to enjoy the no reason return treatment. However, some physical stores' attitude of leaving products on the shelves like "spilled water" makes them unable to return without reason. In this context, the "Guidelines" have emerged in response to the times, explicitly requiring physical stores to voluntarily promise to return goods without reason, which can be described as a "timely rain" for consumers. Physical stores are unwilling to return sold goods without reason, mainly because consumers decide to purchase after on-site inspection, and requesting an unconditional return afterwards is essentially a violation of the spirit of the contract. Although the reason for physical stores is understandable, it should also be recognized that consumer satisfaction with the purchased goods is not constant, and in actual shopping, there are still situations where consumers hastily place orders due to poor consideration or incomplete understanding of the goods. As long as consumers do not harm the interests of physical stores, it is necessary for physical stores to support and meet consumers' demand for unconditional returns from the perspective of winning trust and establishing reputation. In this sense, Beijing has introduced a "voluntary commitment" system for physical stores to provide no reason for returns, which is more targeted at eliminating the hidden pain of consumers who refuse to return goods sold in physical consumption. The voluntary commitment of physical stores to return goods without reason is not only a proper business philosophy of treating consumers well, but also a touchstone of integrity. The biggest benefit of this move is that physical stores endorse the spirit of the contract with voluntary commitments, providing a sustainable soil for no reason returns to take root offline, and allowing consumers to feel the sincerity of physical stores, helping them build a long-term development foundation in market competition. Of course, implementing the "voluntary commitment" system for physical stores to return goods without reason is not unconditional. The "Guidelines" issued by Beijing this time abandon mandatory unified standards and stipulate that physical store operators can tailor their own situation and decide whether to participate, clarify return categories and specific rules. At the same time, the "Guidelines" clearly define the prerequisite for consumers to return goods without reason as "goods in good condition", and draw a red line against "false purchases and malicious returns" based on the obligations that consumers should fulfill under higher-level laws. This has strengthened the institutional barrier to prevent the abuse of the "voluntary commitment" innovation mechanism. This flexible institutional design that balances the interests of consumers and physical stores not only respects the real differences of market entities, but also avoids the implicit negative effects that may arise from a "one size fits all" policy. As long as consumers and physical stores abide by the spirit of integrity and contract, the "voluntary commitment" system for returns without reason will be able to achieve a two-way flow of patronage between physical store operators and consumers. Consumption is the "ballast" and "stabilizer" of economic growth, connected to both the macroeconomic situation and the people's better life. In the context where online consumption cannot completely replace physical consumption, guiding physical stores to voluntarily promise no reason returns is a precise response to consumers' real needs and an inevitable path for physical commerce to enhance competitiveness.
