On the 10th, the European Commission released the final version of the General Code of Conduct for Artificial Intelligence, aimed at helping businesses comply with the relevant provisions of the EU's Artificial Intelligence Act. This guideline provides self regulatory guidance on transparency, copyright, and security and protection for general artificial intelligence models, applicable to mainstream general artificial intelligence models including ChatGPT from the US Open AI Research Center, Gemini from Google, Llama from Meta, and Grok from xAI. According to the EU Artificial Intelligence Act, a generic artificial intelligence model refers to an artificial intelligence model that can perform a wide range of tasks and can be integrated into downstream application systems. These types of models are typically trained on large-scale and diverse datasets, and are the core of artificial intelligence services such as language generation and multimodal content creation. The European Commission stated that the final version of the guidelines was drafted by 13 independent experts and incorporated the opinions and suggestions of over 1000 stakeholders, including artificial intelligence developers, academia, civil society organizations, copyright holders, and security experts. It is reported that the guidelines still need to be approved by EU member states and the European Commission. The EU stated that companies can voluntarily sign at that time to reduce administrative burden and gain greater legal certainty. The EU's Artificial Intelligence Act came into effect last year, and the governance and compliance provisions related to general artificial intelligence will be officially implemented from August 2nd this year.
