Recently, many cities have introduced relevant policies to anchor the development direction of cultivating an innovative ecosystem for artificial intelligence enterprises. The innovation ecosystem of artificial intelligence enterprises is a dynamic network system formed by the interconnection and collaborative effects of various entities, resources, and environments around the development and application of artificial intelligence technology. In recent years, China has actively promoted the innovative development of artificial intelligence enterprises, encouraging them to explore new ideas, break through traditional development models, and accelerate the iteration of innovative technologies at the policy level. For example, Shanghai has built a "Beidou Seven Star" industry matrix with "Model Speed Space" as the core carrier, forming a unique innovative ecological model. It has radiated and driven nearly 400 large model enterprises to gather in Xuhui District, and has cumulatively promoted the landing of 50 registered large models, accounting for about 61% of the city's total. For example, in the absence of an advantage in resource endowment, Hangzhou has broken through development constraints by building an innovative ecosystem that integrates policy guidance, market drive, and cultural empowerment. Against the backdrop of increasingly fierce global technological competition, relying on "short, flat, and fast" projects to drive innovation in artificial intelligence enterprises is no longer appropriate. Only by deeply cultivating the innovation ecosystem and promoting the virtuous cycle of "spontaneous aggregation, independent allocation, and free growth" of innovation factors can more AI leading enterprises with global competitiveness be nurtured. Optimizing policy supply is an important cornerstone for cultivating an innovation ecosystem. A scientific and flexible policy system needs to be developed to guide and incentivize artificial intelligence enterprises to increase their investment in basic research and development and strengthen their capacity for independent innovation through policy levers such as tax reductions, financial support, and intellectual property protection. Establish a sound policy evaluation feedback mechanism, timely calibrate policy direction and optimize policy content based on changes in market environment and actual needs of enterprises, ensure that policies accurately match industrial development needs, and lay a solid institutional foundation for the growth of artificial intelligence enterprises. Improving the factor market is a key support for cultivating an innovative ecosystem. Break down institutional barriers that hinder the flow of factors, and establish a market-oriented mechanism for the free flow and precise allocation of core factors such as talent, technology, and capital. At the level of talent strategy, we will simultaneously promote local cultivation and global talent attraction, establish diversified talent incentive mechanisms, and attract top talents from around the world. In the field of technology transformation, building a specialized service platform to facilitate the "last mile" of scientific and technological achievements from laboratories to industrial applications. To address the shortcomings of financial services, we will innovate our product system and service model, and build a full lifecycle financial guarantee that covers the entire life cycle of artificial intelligence enterprises from start-up, growth to expansion, ensuring solid element guarantees for every step of innovative development. Cultivating a rich cultural soil is a deep driving force for fostering an innovative ecosystem. Innovation requires material support and cannot be separated from cultural atmosphere nourishment. We should vigorously promote the culture of innovation, encourage bold innovation and pioneering spirit, and build a social atmosphere that is tolerant of trial and error and encourages breakthroughs.
