Differentiation is the key to the healthy development of the cultural and tourism industry
2025-07-14
General Secretary Xi Jinping recently pointed out during his inspection in Henan that the integration of culture and tourism has broad prospects, and we need to promote the high-quality development of the cultural and tourism industry, truly building it into a pillar industry, livelihood industry, and happiness industry. The cultural and tourism industry, as a key force driving economic growth and cultural prosperity, is showing great vitality. It carries the mission of inheriting civilization, allowing historical context to continue in contemporary life; Providing high-quality development momentum and empowering economic hard power with cultural soft power; Build a bridge for mutual learning among civilizations and showcase the national image to the world through cultural symbols. Since the 18th National Congress of the Communist Party of China, the development of China's cultural and tourism industry has entered the fast lane. Data shows that in 2024, the number of domestic tourists in China reached 5.615 billion, a year-on-year increase of 14.8%, and tourism expenses increased by 17.1%. The cultural and tourism industry is becoming a strong engine driving high-quality economic development. The ecological and cultural tourism model built in Chishui, Guizhou based on the World Natural Heritage has enabled the per capita annual income of 12 deeply impoverished villages to soar more than five times in five years, vividly demonstrating the revitalization path of transforming "green mountains and clear waters" into "golden mountains and silver mountains"; Shandong Rizhao has achieved a "golden scissors gap" of revenue growth exceeding passenger flow growth during the May Day holiday in 2025 through business upgrading and consumption quality improvement, providing a typical example for urban cultural tourism to move from "traffic competition" to "value creation". Under the resonance of consumption upgrading, technological revolution, and policy dividends, the cultural and tourism industry has shown great potential and vigorous vitality. It should be noted that, behind the booming development of the cultural and tourism industry, the stubborn problem of "one view for a thousand scenes" has to some extent eroded its uniqueness and vitality. From copying and pasting internet famous road signs that say "I miss you so much in XX" to the embarrassing situation of "99% plagiarism rate" in antique towns around the world, many tourists sigh that only "familiar" but not "unique". In addition, cultural and tourism marketing has also fallen into the quagmire of homogenization. The blind pursuit of hot topics by cultural and tourism self media leads to excessive content repetition, floating on the surface under slogans and filters, resulting in a pale cultural heritage. If the small bridge flowing water is simplified as a backdrop board and folk symbols are transformed into assembly line products, the so-called "characteristics" will only be a shell and lose their bloodline. When ancient towns become a pile of internet famous elements, when culture is framed and hung on walls, cultural tourism becomes rootless floating duckweed. Fortunately, in the confusion of cultural and tourism homogenization, some regions have taken culture as the anchor and innovation as the sail, exploring new paths for differentiated development. Relying on the geographical advantage of the confluence of the Yellow River and the Fen River, Wanrong County in Shanxi Province combines ancient architectural culture with modern technology to create a comprehensive tourism demonstration zone. By 2024, the number of tourists will increase by 94.7% year-on-year; Gansu Dunhuang has brought millennium old murals to life at the fingertips through immersive performing arts projects, and the world's first cave style experiential drama "Le Dong Dunhuang" has received over 600000 viewers; The Taoxichuan Cultural and Creative District in Jingdezhen, Jiangxi has transformed the old porcelain factory into an art space, preserving industrial relics, introducing more than 600 cultural and creative enterprises and institutions, and receiving over one million tourists annually. Culture is the soul of tourism, and innovation is the source of vitality. Only by "breaking through" the situation and "establishing" a new life can we break through the shackles of homogenization and achieve a new scene of cultural and tourism development with "each beauty its own". Break through the drawbacks of "formal replication" and establish the foundation of "deep cultural cultivation". The core competitiveness of the cultural and tourism industry lies in the deep decoding and revitalization of local cultural genes. A systematic mechanism for organizing cultural resources can be established to extract the spiritual essence of regional culture through academic research, oral history compilation, and other methods. At the same time, promoting cultural expression innovation, transforming traditional skills and folk rituals into experiential and communicable cultural tourism products, allowing tourists to touch the real and unique regional context, and transforming culture from a "background board" to a "protagonist color". The development of culture and tourism cannot fall into the trap of "scenic spot thinking". It is necessary to break down administrative barriers and industrial boundaries, and build an integrated development ecology of "culture and tourism+". On the one hand, we should promote the deep integration of culture and tourism with agriculture, industry, technology and other fields, and develop new formats such as rural study tours, industrial heritage tourism, and digital cultural tourism; On the other hand, it is necessary to establish a regional cultural and tourism collaboration mechanism, seeking complementary characteristics and values through route promotion, brand building, and customer source sharing, and forming a development pattern of complementary advantages. Behind the homogenization of cultural and tourism industries is often a development logic of quick success and instant benefits, which requires the construction of a full cycle management system of "planning governance operation". At the planning stage, establish a cultural and tourism project admission evaluation system, incorporating cultural uniqueness and sustainability into the assessment indicators. On the governance side, we will build a "cultural and tourism governance community" guided by the party and government, market driven, community participation, and supported by think tanks, and use policy leverage and financial support to stimulate sustainable momentum. On the operational end, establish a dynamic update mechanism for business formats, maintain the freshness of the cultural and tourism market through annual evaluations and theme changes, and establish a dynamic demand response mechanism for key customer groups such as young people, silver haired individuals, and parent-child families. The 'breaking' of cultural and tourism homogenization breaks down thinking patterns and path dependence; The establishment of cultural and tourism characteristics is based on cultural confidence and development wisdom. When cultural and tourism development shifts from "copy and paste" to "deep cultivation and meticulous work", from "single point breakthrough" to "ecological co construction", and from short-term profit seeking to long-term development, it can truly achieve the goal of shaping tourism with culture and highlighting culture with tourism, and paint a new picture of high-quality development of the cultural and tourism industry.
