On July 8th local time, French President Macron began his three-day state visit to the UK and delivered a speech in the UK Parliament, stating that the UK and France have a special responsibility for European security and will enhance the level of bilateral military cooperation based on the military cooperation agreement signed between the two countries in 2010. Macron stated that as the only two nuclear weapon states in Europe, the UK and France possess the main armed forces in the region, with a combined military budget accounting for 40% of Europe's total. They should jointly and comprehensively assume the responsibility of maintaining European security. Industrial cooperation between the UK and France must take a new step forward. He said that the military cooperation agreement signed between Britain and France in 2010 has successfully provided a framework for defense cooperation between the two countries over the past 15 years. Now, facing the threats of "nuclear power", "uncertain alliance" and Russia-Ukraine conflict, we must significantly deepen the British French military cooperation. Macron said that during his meeting with British Prime Minister Stamer on the 10th, the two sides will discuss in more detail the upgrading of military cooperation, make a clear commitment to increase the proportion of defense spending to GDP between the two countries to 3.5% in the coming years, and work together to establish a solid "European pillar" within NATO, jointly promote new joint projects, enhance the level of industrial synergy, and create a more independent and powerful European defense system. In 2010, Britain and France signed a military cooperation agreement at Lancaster House in London, which included the creation of a joint expeditionary force, shared aircraft carriers, and joint development of new simulated nuclear testing and research facilities.
