Recently, the 2025 Ecological Civilization Guiyang International Forum on "Judicial Services for Carbon Reduction, Pollution Reduction, and Green Growth" was held at the Guiyang International Ecological Conference Center in Guizhou Province. Over 260 Chinese and foreign guests gathered around the forum theme to discuss the ways of global green development transformation, and to jointly promote the coordinated promotion of carbon reduction, pollution reduction, green expansion, and growth through judicial services and guarantees. Yang Linping, a second level judge of the People's Republic of China and vice president of the Supreme People's Court, introduced that from June 2014 to December 2024, Chinese courts have concluded 2.282 million first instance cases of various environmental resources. Since 2021, the first instance cases of environmental resources have shown a continuous decline, and the people's courts have achieved positive results in promoting ecological environment governance. As of now, Chinese courts have established more than 2400 specialized trial institutions for environmental resources, including 8 specialized environmental resource courts, making it the country with the widest coverage and most complete system of specialized trial institutions for environmental resources. More than 1000 comprehensive ecological environment judicial protection (restoration) bases have been established by courts at all levels, integrating the functions of trial, restoration, education, and governance. Wu Zhaoxiang, the presiding judge of the Environmental Resources Trial Division of the Supreme People's Court, stated that from 2014 to June 2025, the people's courts have concluded more than 620 new types of cases related to carbon market trading, nearly 60000 first instance cases related to environmental pollution prevention and control, nearly 340000 first instance cases related to ecological protection, and over 660000 first instance cases related to resource and energy development and utilization, effectively resolving a large number of conflicts and disputes in the process of comprehensive green transformation of economic and social development. In addition, Chinese courts continue to deepen international exchanges and cooperation in environmental justice, jointly organizing the World Conference on Environmental Justice with the United Nations Environment Programme, issuing the Kunming Declaration, and improving international environmental justice governance rules. The United Nations Environment Programme database includes four batches of 45 Chinese environmental judicial cases and eight judicial reports, including the Green Peacock Preventive Protection Public Interest Litigation Case and the Yangtze River Mouth Wharf Company Green Restructuring Case, contributing Chinese judicial wisdom to international environmental rule of law. China has made significant progress in the past few decades, continuously improving environmental legislation, strengthening enforcement mechanisms and judicial capabilities, and effectively establishing a complete and comprehensive environmental legal system. ”Elizabeth, Assistant Secretary General of the United Nations and Deputy Executive Director of the United Nations Environment Programme? Murray Ma stated that the United Nations Environment Programme will continue to deepen practical cooperation with the Supreme People's Court of China in promoting environmental rule of law, focusing on further strengthening judicial information and case exchange, enhancing judge capacity building and judge training, and working together to promote sustainable development and environmental justice. The forum is hosted by the Supreme People's Court and organized by the Guizhou Provincial High People's Court. Officials, judges, prosecutors, experts, scholars, lawyers, and others from various levels of people's courts, relevant units in Guizhou Province, universities, research institutions, United Nations agencies, the Brazilian High Court of Justice, the Supreme Court of Pakistan, the Supreme Court of South Africa, and the Kleines European Environmental Association participated in the forum.
