Recently, the General Office of the State Council issued the "Notice on Further Increasing Policy Support for Stable Employment" (hereinafter referred to as the "Notice"), proposing policy measures from seven aspects, focusing on stabilizing employment, enterprises, markets, and expectations, and promoting high-quality economic development. The notice clearly states that it supports enterprises in stabilizing employment positions. Expand the scope of special loan support for stabilizing and expanding employment, deepen government bank cooperation, optimize business processes, and further enhance loan convenience. Increase the proportion of stable employment return for relevant enterprises' unemployment insurance. The return ratio for small and medium-sized enterprises will be raised from no more than 60% of the actual unemployment insurance premiums paid by the enterprise and its employees in the previous year to no more than 90%, and for large enterprises, it will be raised from no more than 30% to no more than 50%. If the relevant enterprises have difficulties in production and operation, they can apply for a phased deferral of the unit's payment of pension insurance, unemployment insurance, and work-related injury insurance according to regulations. The notice proposes to incentivize enterprises to expand their workforce and absorb employment opportunities. Expand the scope of social insurance subsidies, and for small and medium-sized enterprises in key industries that absorb key groups for employment and pay relevant fees according to regulations, a social insurance subsidy of 25% of the individual's payment amount will be given. Expand the coverage and implementation scale of the policy of substituting work for relief, and widely absorb employment opportunities for key groups. The notice requires that skills training be provided to enhance employability. Support relevant enterprises to stabilize their workforce through various methods such as on-the-job training, prioritize organizing vocational skills training for unemployed individuals, and provide differentiated vocational training subsidies in accordance with regulations. Encourage vocational colleges to recruit unemployed individuals, appropriately relax the age limit for enrollment, and help improve vocational skills. The notice specifies the optimization of employment services. Strengthen employment guidance for enterprises, carry out targeted employment placement activities, improve the real name assistance mechanism for disadvantaged graduates, and support the provision of specialized employment services for disadvantaged individuals. Strengthen employment assistance to secure the bottom line. Unemployed individuals can register for unemployment at public employment service agencies in their permanent residence and apply for employment and entrepreneurship policies in accordance with regulations. The notice emphasizes that all regions and departments should strengthen their political responsibility for stabilizing employment, track and coordinate the implementation of existing policies, and continuously improve the policy toolbox for stabilizing employment. Strengthen the supervision of fund utilization, coordinate and make good use of employment subsidy funds, unemployment insurance funds and other support to implement stable employment policies.
