The Hong Kong Special Administrative Region Government published the "Legislative Council (Powers and Privileges) (Amendment) Bill 2025" (hereinafter referred to as the "Bill") in the Gazette on the 8th. In response to the improvement of the performance system for Legislative Council members, the introduction of the Code of Conduct for Legislative Council Members (hereinafter referred to as the Code), and corresponding revisions to the rules of procedure in the Hong Kong Special Administrative Region Legislative Council, the SAR government will submit a bill as proposed by the Legislative Council to amend the Legislative Council (Powers and Privileges) Ordinance (Chapter 382) (hereinafter referred to as the Ordinance), imposing financial sanctions on Legislative Council members who have been suspended from their duties according to the rules of procedure for violating the Code. A spokesperson for the SAR government stated that the SAR government supports the proposal to improve the performance system of legislators in the Legislative Council. The current regulation regarding the deduction of remuneration and allowances for Legislative Council members during their suspension only applies to cases where the member has engaged in extremely disorderly conduct. According to the proposal of the Legislative Council, if a legislator is suspended from their duties in the future due to violating the rules of procedure and rules of procedure, their remuneration and allowances during the suspension period must also be deducted. The revision also provides flexibility for the Legislative Council to handle the situation where members who are suspended from their duties due to other reasons approved by the rules of procedure will have their remuneration and allowances deducted in the future. If the draft regulation is passed by the Legislative Council, it will come into effect together with the code of conduct and revised rules of procedure in the eighth Legislative Council. The spokesperson of the SAR government stated that the SAR government fully recognizes the measures taken by the Legislative Council to strengthen self supervision and self-improvement, and to increase the transparency of the operation of the Legislative Council. The revision of the regulations will help the Legislative Council to continuously strive for progress and create greater value for "patriots governing Hong Kong". The draft regulation will be submitted to the Legislative Council for first reading on the 9th. (New Society)
