In order to fully solve the problem of "difficult exit" for small and medium-sized bankrupt enterprises, the Intermediate People's Court of Qitaihe City, Heilongjiang Province recently formulated the "Operational Norms for Rapid Trial of Enterprise Bankruptcy Cases", which opened up an efficient and low-cost judicial exit channel for enterprises by constructing an intensive bankruptcy trial mechanism and a "demonstration ruling+mediation of similar cases" mechanism. This regulation opens up a "simplified case review" green channel for "lifeless" small and medium-sized enterprises with clear creditor relationships and simple asset structures, shortening the average review cycle to 3 working days. For eligible bankruptcy cases of enterprises, the "centralized appointment of managers+modular operation" model will be implemented, with a centralized appointment of managers team to break down the debt review, asset inventory and other links, and promote them by dedicated personnel and teams. In response to batch cases of similar debt disputes, the court has promoted the trial and mediation of batch cases through case demonstration judgments, reducing the litigation costs of similar cases by 60%. In addition, Qitaihe Intermediate People's Court has established a government hospital linkage mechanism with 15 municipal units to regularly solve problems such as enterprise deregistration, social security inquiries, and tax processing. Since the beginning of this year, Qitaihe Intermediate People's Court has resolved 6 difficulties in financing and asset disposal, and concluded 30 bankruptcy cases of small and medium-sized enterprises.
