The implementation opinions are clear, and the subject conducting administrative inspections must have legal qualifications. By the end of June 2025, administrative law enforcement departments at all levels in Guangxi should sort out and confirm their qualifications as administrative inspection subjects, and publish them on their websites and the administrative inspection publicity column of the autonomous region's administrative law enforcement supervision information system related to enterprises; Those who are entrusted by administrative organs to carry out administrative inspections shall publish the power of attorney to the public. It is strictly prohibited for government deliberation and coordination agencies to conduct administrative inspections under various pretexts; It is strictly prohibited for inspection and testing institutions, research institutes, and other third parties to conduct administrative inspections; It is strictly prohibited to outsource administrative inspections to intermediary agencies; It is strictly prohibited for law enforcement auxiliary personnel, grid workers, temporary workers, etc. who have not obtained law enforcement certificates to carry out administrative inspections. The implementation opinions have standardized the administrative inspection standards. The administrative law enforcement departments in Guangxi should further clarify the specific items and inspection points that need to be inspected for each administrative inspection item within one month, based on industry regulatory risk points and actual work, classify and formulate administrative inspection forms, and publish them on the department's website and the enterprise related administrative inspection publicity column. If there are conflicting administrative inspection standards in different fields, the relevant competent departments should jointly negotiate and resolve them; If there is no consensus through negotiation, it shall be submitted to the local people's government or the higher-level competent department for coordination in accordance with regulations. The implementation opinions propose to comprehensively implement the "scan code to enter enterprises" policy, accelerate the construction of a unified "scan code to enter enterprises" system in the whole district, and implement the "unified code assignment" for administrative inspections of entering enterprises by the end of June this year. When conducting enterprise inspections, administrative law enforcement personnel should proactively display the code and accept verification and supervision from the inspected person.
