Recently, the Ministry of Civil Affairs released the "Administrative Division Code Management Measures" to the public, which is the first departmental regulation in the field of administrative division code management in China. It will officially come into effect on September 1st. The management of administrative division codes is closely related to people's daily lives, and is an important measure to strengthen and improve administrative division work in accordance with the law. It is also a specific measure to fill institutional gaps, effectively respond to social concerns, and improve management quality and efficiency through "small incision" legislation. The administrative division code is a unique numerical code for the administrative division system determined and published nationwide according to legal authority and procedures, based on coding rules. 34 provincial-level administrative divisions, 333 prefecture level administrative divisions, 2846 county-level administrative divisions, and 38712 township level administrative divisions in China all have their own specific administrative division codes. For everyone, the administrative division code is the first six digits of our ID card. At the same time, it is also an important basic code segment for the unified social credit code. The impact of the administrative division code on personal life permeates many scenes such as registered residence management, public services, and daily affairs. For example, when dealing with registered residence, social insurance, medical insurance, birth certificate and marriage registration, the information system behind is associated with the administrative division code. Going to the bank for business, checking information on maps, online shopping, receiving and sending express delivery, all have administrative division codes in the underlying data. However, for a certain period of time, due to the lack of specialized rules and regulations, it has inevitably brought about problems such as unclear responsibilities, incomplete rules, incomplete procedures, untimely code release, and difficulty in obtaining information, which are not conducive to the convenient application of code in related work and activities by all sectors of society. Yan Chong, Deputy Director of the Geographical Names Department of the Ministry of Civil Affairs, introduced that in the construction of the national integrated government big data system, non-standard and inconsistent codes will lead to difficulties in integrating and sharing government data, increase the cost of data cleaning and comparison, reduce the efficiency and quality of government services, and affect the public's enjoyment of convenient and efficient government services. When handling registered residence registration business such as household registration transfer, the lack of standardized and unified administrative division code may cause business processing to be blocked and inconvenience to the masses due to inconsistent verification rules. When conducting data statistical analysis, the lack of standardized and unified codes can result in the inability to connect grassroots summary data between various professions and departments, restricting the accuracy and comparability of statistical data, making it difficult to truly reflect the actual situation, and hindering the scientific and rational formulation of policies and plans. In the operation and economic activities of enterprises, non-standard and inconsistent administrative division codes may also lead to problems in invoice issuance, tax declaration and other links. The promulgation of the Measures is conducive to strengthening the "digital infrastructure construction" and improving the convenience of personal life. It is reported that with the implementation of the Measures, the authority, uniformity, standardization, and effectiveness of administrative division code management will be greatly enhanced. By eliminating "system barriers" and opening up "information channels", individuals can enjoy more efficient and accurate services in government affairs, public services, and daily life, enhancing their sense of gain and security. It is understood that previously, administrative division codes mainly appeared in the form of recommended national and local standards. How to avoid situations where updates were not timely enough, usage was not uniform enough, and even errors, omissions, and duplicates occurred? Will the implementation of the new regulations affect the use of the original code? Yan Chong introduced that the "Measures" focus on regulating three aspects: firstly, the responsibilities of all levels are more clearly defined. County level and above codes are determined by the Ministry of Civil Affairs, while township level codes are determined by provincial civil affairs departments. Secondly, the coding situation is more standardized. When establishing administrative divisions, codes are compiled; when revoking administrative divisions, codes are abolished; when changing affiliation, codes are abolished and new codes are compiled; when adjusting administrative divisions such as boundary changes, relocation, and renaming, the original codes are used. This ensures the unique correspondence between codes and administrative divisions while reducing unnecessary code changes. Thirdly, the coding rules are more scientific. The numerical digits and composition of the administrative division codes at the provincial, prefectural, county, and township levels have been clarified, and the different types of administrative divisions represented by each section have been defined. Coding requirements such as sequential compilation, unique correspondence, and no use of obsolete codes have been proposed, elevating the mature experience of coding to departmental regulations and achieving scientific coding work. In addition, to ensure the stability of administrative division codes, the implementation of the Measures will not affect the use of existing legally compliant administrative division codes.
