Let government data truly 'run'

Recently, the "Regulations on Government Data Sharing" (hereinafter referred to as the "Regulations") were officially introduced and will come into effect on August 1, 2025. This regulation is the first to regulate the directory management, sharing and use, platform support and other work of government data in the form of administrative regulations at the national level, and clarify the management system, safeguard measures, legal responsibilities and other aspects. The so-called government data refers to various types of data collected and generated by government departments in the process of fulfilling their duties in accordance with the law, but does not include data that belongs to state secrets or work secrets. Government data sharing refers to the act of government departments using government data from other government departments or providing government data to other government departments in order to fulfill their duties in accordance with the law. The Regulation has improved the multi-dimensional and fully covered management system for government data sharing, which provides institutional guarantees for breaking down "data barriers", smoothing transmission channels, and achieving secure and efficient government data sharing. It also provides strong support for enhancing the efficiency of government services and digital governance capabilities, and marks a new stage in China's government data sharing work. Currently, the digital wave is sweeping across the globe, with emerging technologies such as big data, cloud computing, blockchain, and artificial intelligence accelerating their widespread application. This has laid a solid technological foundation for promoting the construction of a digital government and highlighted the important position of government data as a fundamental strategic resource for the country. Since the 18th National Congress of the Communist Party of China, a series of major deployments have been made at the national level to implement the big data strategy, strengthen the construction of digital government, strengthen top-level design, and coordinate the promotion of open sharing of government data. In recent years, China has actively promoted the sharing of government data, issuing a series of policy documents such as the "Interim Measures for the Management of Government Information Resource Sharing" and the "Implementation Plan for the Integration and Sharing of Government Information Systems", focusing on some bottlenecks in the process of government data sharing in China, actively responding to the new expectations of society for the construction of a digital government, and effectively promoting the safe, orderly, and efficient sharing of government data, thus making grassroots governance more efficient and smooth. The sharing of government data is currently facing some challenges. For example, some departments have gradually established their own data systems through long-term independent operations, but have not yet achieved circulation and sharing. At the technical level, government information systems in different departments and regions are often established based on different technological architectures and standards at different times, which leads to differences in data formats and makes it difficult to connect. For some cross regional data sharing disputes, due to different policies in different regions, it is difficult to quickly reach a consensus solution, which also affects the in-depth development of government data sharing work. Therefore, breaking down "data silos" and "data barriers" is an urgent task for enhancing resource utilization, government efficiency, and service quality. In recent years, some regions and departments in China have strengthened cooperation and communication, opened up transmission channels for cross departmental, cross level, cross regional, cross business, and cross system sharing of government data, and assisted in the secure and efficient sharing of government data. By actively exploring the establishment of a unified data sharing platform, developing standardized data sharing standards and processes, clarifying the responsibilities and rights of each department in data sharing, and strengthening the research and application of data security protection technologies, we ensure the security and integrity of data during the sharing process. The continuous innovation exploration and practice in multiple regions have laid a solid foundation for the better implementation and implementation of the Regulations. Since last year, the National Data Administration has released a total of 70 public data "running" demonstration scenarios, covering areas such as transportation, healthcare, elderly care, and convenient services, such as education and teaching intelligent agents, highway emergency rescue, and smart farmland construction, to help promote industrial development, social governance, and improve people's livelihoods. For example, Shandong Province is promoting the "one-stop service" for government services. Applicants only need to submit materials once at one entrance, and various departments can collaborate through shared data for processing, greatly simplifying the process and improving efficiency, allowing the public to truly enjoy the convenience of "one-stop" services. The public data aggregation and sharing platform in Fujian Province has been integrated into nearly 2000 government information systems at the provincial and municipal levels, and has established a "1+10" public data aggregation and sharing platform at the provincial and municipal levels, providing unified public data open services to the society. Currently, more than 40000 data directories and 6500 data interfaces have been opened, providing nearly 150 million data download services, and basically achieving the "all in need" of government information systems and public data in the province. Changsha, Chengdu and other places are also actively exploring the use of big models to serve urban governance, utilizing artificial intelligence technology to conduct in-depth analysis and mining of various data on urban operations, and improving the level of refined urban governance. Currently, government data, as the key to improving administrative efficiency and optimizing government services, is having a profound impact on the government's governance philosophy, methods, and other aspects. Looking towards the future, we should take the publication and implementation of the Regulations as an opportunity to actively promote the secure and efficient sharing of government data, and fully unleash the potential of government data resources. By establishing and improving relevant supporting systems and standard systems, accelerating the widespread application of emerging technologies in government data sharing scenarios, and continuously improving the quality and efficiency of government data sharing work. At the same time, we will strengthen the full process supervision and protection of government data, strictly implement the data security protection responsibilities of all parties involved in government data sharing, and ensure the security and efficient use of government data.
