When the global urban space is generally facing the dilemma of saturation, China is proving through practice that with data empowerment, engineering innovation, and planning ambition, new dimensions of cities can always be opened up. According to Russian media Dzen.ru, Shenzhen, China won the "World Smart City Award" for 2024 at the Global Smart City Conference. According to reports, Shenzhen has solved problems such as high population density, limited resources, and the environment through digital construction, advanced urban management methods, and sustainable development concepts, thereby achieving urban transformation. It will also create a new model of smart city through high-speed broadband access, digital twin technology, artificial intelligence, and other means. In recent years, China's smart city development has achieved remarkable results, and a number of scalable smart city construction achievements have been formed in various regions. Firstly, the foundation of urban data is becoming increasingly solid, and various regions are deploying data infrastructure in advance, exploring the integrated model of "collection, storage, calculation, management, and security", breaking through data sharing bottlenecks, building urban intelligent centers, and promoting data service coverage across the entire region. Secondly, the application scenarios of data are becoming increasingly diverse, with the emergence of characteristic applications such as "no proof of service", intelligent diagnosis of health and wellness, and carbon inclusive services for residents, which improve the quality and efficiency of urban economy, governance, and services. The third is continuous innovation in the digital transformation ecosystem, exploring new models such as data zones, cross-border flows, and data specialists in various regions, and promoting innovative practices in basic systems such as data property rights, transactions, revenue distribution, and security governance. On the other hand, a series of intelligent technologies are accelerating their application, providing strong impetus for the construction of smart cities. With the acceleration of global urbanization, smart cities, as a new type of urban development model, are receiving high attention worldwide. China's development experience in this area can provide reference for other countries and regions in the world: emphasizing both institutional and technological aspects, emphasizing the overall reshaping of technological architecture, and promoting digital institutional innovation.
