At the recently held China Internet Civilization Conference, the Central Cyberspace Administration's Reporting Center and the Science Popularization Department of the China Association for Science and Technology jointly released the "Typical Cases of Using AI to Generate Rumors for Refutation". The relevant cases demonstrate the effectiveness of multi departmental collaborative verification of rumor clues, authoritative debunking of rumors, and legal accountability, conveying a strong signal of the sword hanging high and severe punishment for spreading rumors, providing useful reference for AI generated rumor governance work. The use of AI technology to fabricate rumors has become a major source of pollution in the current online ecosystem. In recent years, AI technology has entered public life from the laboratory, using AI technology to collect real images, videos, and sounds for multimodal integration to generate rumors, making it difficult to distinguish between truth and falsehood. Meanwhile, platform algorithms often rely on the popularity of information dissemination to recommend users, making the rumor problem increasingly severe due to the combination of technology and algorithms. This type of AI rumor, under the guise of "relying on pictures and videos", not only misleads public perception and infringes on individual rights, but also seriously pollutes the online ecosystem. In order to standardize AI services and applications, safeguard the legitimate rights and interests of citizens, the Cyberspace Administration of China has deployed the "Clear and Rectify AI Technology Abuse" special action this year, which includes focusing on rectifying prominent issues such as the use of AI to create and publish rumors and false information. By centralizing the cleaning of relevant illegal and harmful information, punishing and punishing illegal accounts, MCN institutions, and website platforms, it has effectively cracked down on and deterred the breeding and dissemination of AI rumors. It can be certain that the development of AI technology will not stop, and the generation and dissemination of online rumors will continue to give rise to new forms. Therefore, in the context of AI technology, the governance of online rumors must adopt multidimensional measures. It is necessary to improve the legal system to better respond to the changes brought by AI technology, increase law enforcement efforts, focus on the use of technological means, and actively carry out publicity and education to enhance the public's ability to identify and resist rumors. At the legal system level, China has issued multiple regulations targeting new technologies such as AI. For example, the Provisions on the Administration of Internet Information Service Deep Composition clearly stipulates that deep composition service providers should strengthen the management of deep composition content, establish and improve the rumor refutation mechanism, and take timely rumor refutation measures for those who produce, copy, publish, and disseminate false information; The Interim Measures for the Management of Generative Artificial Intelligence Services stipulate that providers and users of generative artificial intelligence services shall not generate content prohibited by laws and administrative regulations, such as false and harmful information. If service providers discover illegal content, they shall take timely disposal measures. With the continuous updating and iteration of AI technology, when technology drives changes in the mode of rumor dissemination, and even new situations arise where rumors can be spread without direct user participation, the legal system must maintain sensitivity to technological development and respond effectively in a timely manner. At the law enforcement level, it is necessary to continue to carry out special governance against behaviors such as using AI to create and spread rumors. For example, the "Clear and Rectify AI Technology Abuse" special action deployed by the Cyberspace Administration of China this year has made positive progress. At the same time, by publishing typical cases and establishing governance models, powerful warnings and deterrence can be formed, such as the typical cases of handling AI network rumors and debunking rumors that have been successively exposed by the cyberspace and public security departments. In terms of technological measures, efforts should be made to promote the application of AI technology in rumor prediction, verification, and disposal. By coordinating technology and law enforcement, we can promote the governance of online rumors and create a clear cyberspace. In addition, we need to increase publicity and education efforts to help the public improve their ability to identify and resist AI rumors. As mentioned at the beginning of the article, "Typical Cases of Using AI to Generate Rumors for Refutation" and the recently released "AI Rumor Identification Manual" by the Beijing Network Public Opinion and Reporting Center both help improve the public's ability to identify AI rumors and help block the spread of online rumors. On this basis, we should also strengthen the promotion of legal knowledge, enhance citizens' awareness of rules, and clarify their obligation to resist online rumors. To guide the public to establish correct values, eliminate the use of AI technology to spread rumors for profit or trouble, and build a solid bottom line for the rule of law in cyberspace. In summary, in the face of the challenges brought by AI technology in the governance of online rumors, we need to work together in legal formulation, law enforcement innovation, technological governance, public propaganda, and other aspects to form a multidimensional framework for the governance of online rumors, in order to gather consensus, form synergy, and promote the formation of a good online ecosystem.
