On the 26th, Beijing announced the investigation report on the "4.23" fire accident at Shunping Road Chaobai River Bridge. Among them, 2 units and 16 responsible personnel were held accountable. At around 5:00 am on April 23, 2025, a fire broke out at the Chaobai River Bridge on Shunping Road in Shunyi District, Beijing, causing the collapse of the middle span of the main bridge. The accident did not cause any casualties or vehicle damage, and the direct economic loss was 16.298 million yuan. Recently, the Beijing Municipal Government approved the investigation and closure of the accident. After investigation, it was determined that the "4.23" major fire accident at Shunping Road Chaobai River Bridge was a production safety responsibility accident caused by non-standard construction and management of streetlight facilities, deficiencies in daily operation and maintenance, and inadequate implementation of management and supervision responsibilities by relevant functional departments. After the accident, the Central Committee of the Communist Party of China attached great importance to it. The main responsible comrades of the Beijing Municipal Party Committee and Government put forward work requirements and went to the scene to inspect, dispatch, and deploy the aftermath work. The Beijing Municipal Government has established an accident investigation team in accordance with relevant laws and regulations to investigate and handle the accident. The accident investigation team identified the direct cause of the accident as follows: multiple corrosion and perforation of the outer protective steel pipe of the street lamp cable in the U-shaped cover plate of the tie rod between the 1 # and 2 # suspension rods on the south side of the main bridge, aging and damage of the cable insulation layer causing discharge, short circuit of the cable, failure to trip the circuit breaker, continuous discharge of the cable igniting combustibles in the cover plate, and open flames spreading along the high-density polyethylene (HDPE) sheath of the tie rod inside the inverted U-shaped cover plate. Several suspension rods on the south side were exposed to a high temperature environment of fire for a long time inside the tie rod cover plate. The mechanical properties of the steel wires and steel strands of the multiple suspension rods sharply decreased under high temperature conditions, and they broke one after another. The corresponding crossbeam at the suspension rod fell. The accident exposed prominent problems such as non-standard construction and management of streetlight facilities, deficiencies in daily operation and maintenance of streetlight facilities, inadequate implementation of management and supervision responsibilities by relevant government departments, and urgent need to strengthen contingency plan management and emergency response. In response to the issues identified during the investigation, the accident investigation team will transfer the clues and relevant materials related to the performance of public officials discovered during the investigation to the Beijing Municipal Commission for Discipline Inspection and Supervision in accordance with regulations.
