On June 24th, the General Office of the People's Government of Guangdong Province released the "Guangdong Province Plan for Promoting Sustainable Economic Development and Strengthening Domestic Circulation through Services", proposing to do everything possible to stabilize employment. Focus on employment of key groups, take more effective measures, strengthen policy support, training empowerment, risk prediction, and strive to stabilize existing positions, expand employment space, and ensure stable employment situation. Employment is the most basic livelihood. Since the beginning of this year, the Ministry of Human Resources and Social Security and other departments have launched a policy "combination punch", continuously making efforts in stimulating enterprises to absorb employment, supporting enterprises to stabilize and expand positions, promoting workers to improve their skills and employment entrepreneurship, and promoting effective improvement in the quality and reasonable growth of employment. At present, it is the peak season for key groups such as college graduates to apply for jobs. Various regions are also increasing efforts to stabilize employment and benefit enterprises, launching various public employment services, and making every effort to ensure the overall stability of the employment situation. Multiple measures have been taken to promote full employment. Since the beginning of this year, with a series of policies to stabilize and expand employment, the overall employment situation has remained stable. According to data from the National Bureau of Statistics, the average urban surveyed unemployment rate in China from January to May was 5.2%. In May, the national urban survey unemployment rate was 5.0%, a decrease of 0.1 percentage points from April. The unemployment rate of the main employment population remained stable, and the unemployment rate of young people decreased for three consecutive months. Since June, seizing the peak season for job seekers and applicants among key groups, various regions and departments have further increased their efforts to stabilize employment. At the ministerial level, the Ministry of Human Resources and Social Security launched the sixth "Hundred Days, Ten Million Recruitment Special Action" on June 17th. The action is themed "Career Leads the Future, Builds Dreams, and Youth", and takes about 100 days to develop and collect millions of job information for various types of workers, with a focus on college graduates. It organizes job matching activities to promote high-quality and full employment. At the local level, various regions have increased their support for stabilizing and expanding employment, and strengthened public employment services. On June 18th, Heilongjiang issued a notice clarifying the expansion of the scope of special loan support for stabilizing and expanding employment, and increasing financial assistance to stabilize and expand employment. There are also places that use digital means to innovate employment services. For example, the "Yong Qian Tongxin · Career Future" employment live broadcast event jointly created by the Zhejiang Provincial Federation of Trade Unions and the Guizhou Provincial Federation of Trade Unions was held on June 19th, bringing together more than 30 well-known enterprises in Ningbo and recruiting over 1700 people. At present, live streaming job placement, as an innovative practice of integrating digital technology and public services, has become an important lever to solve employment problems and promote efficient allocation of human resources. The "2024 Development Report on Live Streaming Employment" recently released by the China Employment Training Technology Guidance Center shows that the live streaming employment model breaks geographical restrictions, allowing job seekers from different regions in the east, central and western regions to go online simultaneously, achieving equal employment opportunities and participation, and achieving cross provincial employment coordination. Research shows that among the group of people who find jobs through short video live streaming platforms, cross provincial mobile employment will increase by 36.2% in 2024 compared to 2022. Song Xiangqing, Vice President of the Chinese Society of Business Economics and founder of Huade List, told reporters that digital public employment services such as live streaming and job guidance are a new model to improve recruitment efficiency, enhance recruitment and job search convenience, and promote precise matching between job seekers and employment positions. Through new forms such as live streaming, public employment services can be optimized to help job seekers find more suitable positions. Efforts are being made to cultivate new business models and expand employment opportunities. While optimizing public services and increasing support for job expansion, policies are also making efforts to cultivate new business models and expand employment opportunities. Yu Jiadong, Deputy Minister of Human Resources and Social Security, stated at a press conference held by the State Council Information Office in April this year that the implementation plan for tapping and expanding job opportunities will focus on key areas such as the development of new quality productivity, the creation of new consumption hotspots, the implementation of key engineering projects, and the provision of basic livelihood services. Incentive policies will be introduced to increase the release of job opportunities. Yuan Shuai, Deputy Secretary General of Zhongguancun Internet of Things Alliance, told reporters that the booming development of new industries and business models such as digital economy and new consumption has opened up new space for the job market. On the one hand, these emerging fields have created a large number of new job opportunities; On the other hand, the development of new industries and formats helps to improve the quality of employment and optimize the employment structure. The rapid development of new business models has given rise to a large number of new job opportunities. The Ministry of Human Resources and Social Security issued a notice in May regarding the public disclosure of occupational information such as inspection and testing management engineering and technical personnel. It is proposed to add 17 new occupations, including cross-border e-commerce operation management engineer and drone swarm flight planner, and 42 new occupations, including smart warehouse operation and maintenance personnel and generative artificial intelligence animation producers. In the future, we should continue to increase support for new industries and formats such as digital economy and new consumption, and optimize vocational training and education systems, offer relevant courses, and cultivate new talents according to the development needs of new industries and formats. ”Song Xiangqing stated that strengthening the integration and development of traditional industries and new industries and formats will also create more employment opportunities.
