19 provinces introduce 'good housing' policies, experts say it will help promote the release of housing consumption demand

Good houses have gradually become a new direction for the development of the real estate industry. This year's Government Work Report proposes for the first time to promote the construction of safe, comfortable, green, and smart "good houses". On May 1st, the national standard "Residential Project Specification" was officially implemented, becoming the bottom line standard for "good houses". The reporter found that currently about 19 provinces in China have issued policies related to "good houses". According to incomplete statistics from 58 Anjuke Research Institute, in 2024, provinces such as Jiangsu, Liaoning, Jiangxi, Chongqing, Fujian, Hubei, Inner Mongolia, Anhui, and Ningxia have released design plans and other documents for "good houses". In the first half of 2025, provinces (cities) such as Jilin, Henan, Beijing, Shanxi, Sichuan, Guizhou, Zhejiang, Hubei, Gansu, and Shandong will also follow suit and release relevant documents, totaling 19 provinces. From a national perspective, the "good houses" documents issued by the above-mentioned provinces all share the common characteristics of "safety, comfort, green, and wisdom". In addition to these commonalities, various regions have also tailored high-quality residential standards that meet their own regional and market needs. For example, in March 2024, Jiangsu Province released the "Guidelines for the Design and Construction of Improved Residential Buildings in Jiangsu Province", with the goal of promoting the construction of improved residential buildings that are safe, durable, functionally complete, high-performance, and environmentally friendly. Focusing on quality issues such as sound insulation, odor interference, and leakage in residential engineering, a series of construction, testing, and acceptance standards have been developed. The "Guidelines for Good Housing Design in Sichuan Province (Draft for Comments)" released by Sichuan Province in March 2025 proposes the establishment of an "innovation plus sub item" to include forward-looking technology applications such as drone delivery and home cloud in the evaluation system, encouraging residential projects to make more attempts and explorations in technological innovation. In April 2025, Hubei Province released the "Guidelines for the Construction of 'Good Houses' from Old Houses in Hubei Province", which includes four parts: construction vision, construction principles, method paths, and technical guidelines. The document proposes the three key points of' new, good, and built 'renovation, providing a replicable and promotable' Hubei Plan 'for the transformation of old houses into' good houses'. Li Yujia, Deputy Director of Guangdong Housing Policy Research Center, told reporters that the release of this "good house" standard by various regions is actually in line with the national standards for residential projects. The national standards for residential projects are actually a bottom line standard. There is a minimum bottom line standard for floor height, building height, sound insulation, noise prevention, noise reduction, and building life cycle. If we raise the standard above this bottom line, everyone will live more comfortably, safely, greener, and smarter. The standards for "good houses" in various regions are elevated based on the national bottom line standards. The construction of 'good houses' helps to promote the release of demand for improved housing and accelerate the stabilization of the real estate market. ”Cao Jingjing, General Manager of the Index Research Department of the China Index Research Institute, analyzed that from the policies introduced by many regions, they mostly cover provisions such as bay windows, balconies, living room overhangs, and elevated floors that do not calculate capacity or partially calculate capacity, as well as flexible control of building height. These policies give real estate companies greater space to play in product planning and design, which is conducive to creating high-quality residential products with higher occupancy rates, richer living spaces, and stronger practicality. The advantages of these "good houses" are more prominent and help stimulate the release of demand for improved housing. Good houses also bring benefits to the real estate industry. Li Yujia pointed out that "good houses" increase the efficiency and quality of housing supply, which in turn can stimulate and drive residents' desire for consumption. At the same time, the transformation of old residential areas into "good houses" benefits the rigid housing demand of new residents, thereby driving sales and price stability in old residential areas, and is conducive to the expectation of stabilizing the real estate market in the whole society.
