Common regulations are not only a solid guarantee for ensuring the military's prohibition and unified actions, but also a powerful shield for safeguarding the growth, development, and legitimate rights and interests of officers and soldiers, demonstrating the hardness of "discipline as iron" and the warmth of "people-oriented". When the law and the times change, governance is achieved; when governance is suitable for the world, merit is made. ”In recent years, with the deepening of national defense and military reform, the comprehensive construction of the military, especially the management work, has faced many new situations and problems. The newly revised common regulations pay more attention to new changes in design, fully considering the vital interests and actual needs of officers and soldiers. They are the ruler and mirror for safeguarding the interests of officers and soldiers, and must be measured regularly and reflected on at all times. The cohesion of military morale cannot be separated from the warmth of the system. The regulations and systems full of humanistic care can effectively stimulate the enthusiasm of all officers and soldiers to work together and become strong and capable. The content of the new regulations is not about how many kilometers have been exceeded or how many hours have been relaxed, but about incorporating the family needs, growth progress, and practical needs of officers and soldiers into the coordinate system of institutional design. For example, the new regulations define for the first time the concept of residence and its surrounding areas, expand the scope of home accommodation from the residence to the surrounding areas, adjust the calculation method for the proportion of company rest days and holiday absences, refine the regulations on camp security management, and add special management measures. The implementation of the new regulations not only better safeguards the rights and interests of officers and soldiers, stimulates enthusiasm for military training, but also provides important guarantees for enhancing the cohesion of military camps and improving the combat effectiveness of the troops. Good institutional regulations focus on implementation, but they are also difficult to implement. In previous practice, some units either mechanically executed without daring to innovate, or arbitrarily broke through the bottom line, which is essentially a manifestation of weak legal thinking and service concepts. At all levels, we must adhere to the unity of implementing the newly revised common regulations and requirements with meeting the actual needs of the troops and responding to the expectations of officers and soldiers. The power of each level should be exercised and the responsibility should be borne by each level, truly returning power to the grassroots. Frontline commanders should carefully observe the many subtle changes in the training and life of officers and soldiers, and implement the ideas and spirit contained in the new regulations into every detail and moment of daily work. We must consciously make decisions, plan, and provide guidance in accordance with the requirements of the regulations, resolutely maintain the authority and seriousness of the regulations, and allow institutional norms to demonstrate both rigid constraints and humanistic care.
