The improvement of the efficiency of resolving foreign-related commercial disputes by Qianhai Court has left a deep impression on us, and we hope that the court can provide more foreign-related legal consultation and guidance services to enterprises. ”At a symposium on "Strengthening the Construction of Foreign related Rule of Law and Ensuring the Development of Private Enterprises" organized by the Shenzhen Federation of Industry and Commerce and the Shenzhen Intermediate People's Court, not only did the President of the Shenzhen Intermediate People's Court listen to and collect the opinions and suggestions of private entrepreneurs on foreign related rule of law work on site, but also representatives of private entrepreneurs visited the People's Court of Qianhai Cooperation Zone in Shenzhen to understand the effective judicial service support provided by the court for enterprises to "go global". The Shenzhen Federation of Industry and Commerce not only actively organizes and assists enterprises in going global for economic and trade docking activities, but also invites foreign embassy and consulate leaders, legal and tax experts, and representatives of overseas investment enterprises to share and promote the overseas investment environment with enterprises, interpret and guide relevant cases of overseas finance, law, etc. It also maintains close cooperation with courts to promote the construction of foreign-related legal talents, safeguard private enterprises' "going global", and jointly launches the "Cross border Financial Comprehensive Service Plan" with financial institutions such as Bank of China Shenzhen Branch to fully meet the financial needs of enterprises' cross-border operations. In April of this year, Shenzhen launched a "one-stop" service for foreign-related legal services and released the "Shenzhen Guidelines for Foreign related Legal Services (2025)", integrating the functions of 36 departments in the city's foreign-related legal work, summarizing information from 202 foreign-related legal service agencies, refining 68 service processes, and providing high-level foreign-related legal services for enterprises to "go overseas" with information support, path guidance, and resource support. In terms of top-level design, Shenzhen has incorporated the construction of foreign-related rule of law into the overall layout of building a rule of law city, formulated a three-year action plan for high-quality development of foreign-related rule of law construction, and established a foreign-related rule of law coordination mechanism that links 47 member units. In order to cultivate world-class legal service institutions, Shenzhen has issued the "Three Year Action Plan for High Quality Development of the Lawyer Industry in Shenzhen (2023-2025)" and launched pilot projects for Guangdong Hong Kong Macao Law Firm Partnership and Sino foreign Law Firm Partnership. As of May this year, Shenzhen has introduced a total of 10 foreign law firms to establish representative offices in Shenzhen, and set up 16 Guangdong Hong Kong Macao partnership law firms, weaving a legal service network covering major economies around the world. In addition, Shenzhen continues to strengthen and innovate foreign-related notarization legal services, guiding and promoting notary institutions to provide high-quality and efficient notarization legal services for Chinese enterprises and citizens in international trade of goods and services. In 2024, the city's notary institutions handled nearly 84000 foreign-related notaries, including nearly 2200 foreign-related economic notaries. (New Society)
