The Opinions on Deepening the Pilot Program of Comprehensive Reform in Shenzhen, Deepening Reform, Innovation and Opening up, issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, have been officially released. This document clearly supports Shenzhen's deepening of the reform of unmanned aerial vehicle flight management system, improvement of low altitude flight supervision rules, and exploration of general aviation businesses such as cross-border helicopter flights and public welfare services. This marks a further upgrade of the exploration of Shenzhen's low altitude economy, which will continue to accumulate new experience and explore new paths for the development of the national low altitude economy at a deeper and broader level. As a pioneer and experimental field in China's reform and opening up, Shenzhen continues to lead innovation in the development of low altitude economy. For example, it has introduced the country's first special regulation on low altitude economy, the "Shenzhen Special Economic Zone Low altitude Economy Industry Promotion Regulations," established the first municipal standardization technical committee, pioneered the "low altitude+rail" air rail intermodal transportation project, developed the world's first intelligent integrated low altitude system (SILAS), and built a comprehensive ecosystem of four-dimensional linkage between regulations, standards, technology, and scenarios. Driven by multiple factors such as policies, technology, scenarios, and capital, China's low altitude economy has a strong growth momentum. Data shows that as of March 2025, the scale of China's low altitude economy has exceeded 580 billion yuan, and is expected to exceed 3.5 trillion yuan by 2035. However, China's low altitude economy still faces multiple challenges in terms of technological breakthroughs, infrastructure, institutional supply, and talent reserves. On a technical level, the energy density of eVTOL (electric vertical takeoff and landing aircraft) batteries has not yet reached the threshold requirements for commercial operation; Autonomous navigation systems have perception defects in extreme environments and low efficiency in multi machine collaboration; The power system and onboard equipment have a high degree of external dependence. In terms of infrastructure, the planning of low altitude infrastructure has not yet been organically integrated with national spatial and urban construction planning; Low altitude communication network coverage is limited, and satellite Internet access is insufficient. At the level of mechanism construction, airworthiness certification has a long cycle, multiple approval levels, and complex procedures; Imperfect cross domain flight rules; Different regions and departments have varying standards in terms of technology, environment, safety, and other aspects. In the future, to promote high-quality development of the low altitude economy, it is necessary to deeply grasp the characteristics and laws of industrial development, and systematically promote reforms in multiple key areas. At the level of mechanism innovation, accelerate the construction of a regulatory system that emphasizes both security and development. Drawing on the experience of Shenzhen, we will promote the implementation details of the Interim Regulations on the Management of Unmanned Aerial Vehicle Flight as soon as possible, and explore special legislation for cross domain flight and public welfare services. Promote graded and classified management, develop differentiated safety standards for different scenarios such as logistics, cultural tourism, and rescue, and establish a full process supervision mechanism of "flight declaration dynamic monitoring post accountability". Deepen the reform of airspace management, promote the interconnection of military civilian data, pilot the "low altitude expressway" and dynamic airspace allocation technology, and improve the efficiency of airspace utilization. At the level of infrastructure construction, build a support system that integrates physical facilities, digital infrastructure, and energy networks. Encrypt the takeoff and landing network, incorporate the construction of general airports into national spatial planning, and promote the construction of standardized takeoff and landing platforms for commercial complexes, medical institutions, and other supporting facilities. Improve the digital base, break through key technologies such as 5G-A sensing integration and Beidou-3 satellite based enhancement, build low altitude intelligent networking, and achieve precise positioning, real-time obstacle avoidance, and intelligent scheduling of aircraft. Forward looking layout of research and industrialization of new energy technologies such as hydrogen fuel cells and solid-state lithium batteries, construction of distributed charging networks, and ensuring stable battery life. At the level of technological breakthroughs, implement the "bottleneck" breakthrough plan. Establish national level special projects, focusing on fields such as batteries, flight control, chips, etc., to accelerate domestic substitution. Encourage close collaboration between industry, academia, and research, support leading enterprises to take the lead in forming innovation consortia, and build a shared innovation ecosystem. Strengthen the cross integration of artificial intelligence, new materials, and new energy, break through cutting-edge technologies such as lightweight composite materials, high reliability flight control chips, and quantum communication navigation, and build an independent and controllable technology ecosystem. At the level of scene expansion, focus on the consumer market, industry integration, and data services to explore new forms of low altitude economy. Explore and promote the "shared flight" model, develop new consumer products such as AR navigation and immersive route experience, and distribute low altitude tourism coupons to enhance public acceptance. Deepen the application of "low altitude+" and promote the development of new business models such as logistics distribution, agricultural crop protection, industrial inspection, and meteorological monitoring. Explore the value of low altitude remote sensing mapping, airspace flow analysis and other data, establish a low altitude data trading platform, and explore the securitization of flight data assets. Strengthen the construction of application scenario standards and enhance the level of industrial collaboration. At the level of talent reserve, we will improve the multi-level system of academic education, vocational training, and international talent introduction. Support universities to add relevant majors and offer cross disciplinary courses such as flight operations, engineering maintenance, and aviation law. Promote school enterprise "order classes" and "naming classes", and jointly build training bases. Establish a green channel for introducing international talents and attract outstanding overseas engineers and researchers to develop in China.
