Integrating green manufacturing into corporate strategic decision-making

Currently, under the guidance of the "dual carbon" goal, green and low-carbon development has become the main theme of economic transformation. At the recent Shanghai International Carbon Neutrality Technology, Products and Achievements Expo, numerous enterprises showcased their green and low-carbon innovation achievements, playing the march of green manufacturing. As the core path of manufacturing transformation and upgrading, green manufacturing can not only effectively reduce resource consumption and environmental pollution, but also enhance industrial competitiveness. It has become a key lever for promoting high-quality development and has important strategic significance for achieving a win-win situation of economic and ecological benefits. In recent years, the development of green manufacturing in China has achieved remarkable results. The construction of green manufacturing carriers has achieved outstanding results, cultivating over 5000 green factories, nearly 400 green industrial parks, more than 600 green supply chain management enterprises, and nearly 35000 green products. The energy utilization efficiency has been significantly improved. In the first three years of the 14th Five Year Plan, the national energy consumption intensity has decreased by about 7.3%, and the energy consumption per unit of added value of industrial units above designated size has significantly decreased. The energy efficiency level of key industries such as steel, non-ferrous metals, building materials, and petrochemicals has significantly improved, and the compliance rate of mandatory energy consumption limit standards has exceeded 90%. The achievements of green technology innovation are fruitful. As of the end of 2023, there are 243000 valid green and low-carbon patents in China. The rapid development of green manufacturing cannot be separated from the strong support of policies and regulations. In recent years, the government has issued a series of policies to promote the development of green manufacturing, such as the "Guidelines for the Implementation of Green Manufacturing Projects (2016-2020)" and the "14th Five Year Plan for Industrial Green Development", which provide systematic institutional guarantees for the development of green manufacturing, effectively promote the improvement of industrial energy efficiency, breakthroughs in green technology, and the expansion of green consumption markets, and promote the formation of a green manufacturing development path that is "based on standards, built according to standards, driven by demonstration pilot projects, and established long-term mechanisms", providing support for the construction of a modern industrial system. Despite remarkable achievements, the development of green manufacturing in China still faces some prominent problems: the relevant system needs to be improved, some industries lack evaluation standards for green factories, and the coverage of green supply chain standards is limited; The core technology support capability is not strong, and the dependence on imported key equipment is high; Insufficient driving force for enterprise development and weak initiative in green technology innovation; The construction of green service system lags behind; There are significant differences in regional promotion, and the level of green manufacturing in the central and western regions lags behind that in the eastern region. In the future, we need to make multiple efforts to comprehensively improve the development level of green manufacturing. Build a more comprehensive policy support system. Relying on the government or industry associations, establish a unified green manufacturing evaluation standard and certification system, and conduct strict qualification review of green manufacturing evaluation institutions. Build a comprehensive indicator system covering multiple dimensions such as resource conservation, energy efficiency, and product lifecycle management to ensure that the evaluation can comprehensively reflect the actual effects of green manufacturing. Optimize fiscal and financial incentive policies, establish special funds and subsidies, focus on supporting green technology research and development, green product production, and green factory construction, especially increase support for the central and western regions. Encourage financial institutions to innovate green financial products, provide long-term low interest loans and green bond financing channels, improve green tax preferential policies, and reduce the comprehensive cost of corporate green transformation. Strengthen the research and development of key industrial technologies and the construction of service systems. Concentrate efforts on tackling key core technologies in energy utilization, pollution control, and clean production, and promote independent research and application of cutting-edge technologies in the industry. Promote collaborative innovation between industry, academia, and research, establish cross disciplinary technology research consortia, and accelerate the transformation of scientific and technological achievements. Accelerate the construction of a green technology standard system, formulate green standards for industry segments, and promote the promotion and application of technological achievements. Establish and improve a green manufacturing industry alliance to achieve green and coordinated development of the entire industry chain. In addition, establish and improve a green service system, formulate industry standards and norms for green services, clarify the specific content, processes, and requirements of green services, provide services in resource sharing, technical consulting, project docking, and other aspects, and improve service efficiency through intelligent means. Integrating green manufacturing into the core of corporate strategic decision-making. Establish a green manufacturing promotion mechanism directly led by senior management to ensure the penetration of green concepts from the strategic level to the operational level. Encourage leading enterprises to explore integrating environmental impact assessments such as carbon footprint and water footprint into the entire product development process, achieving a comprehensive green transformation of source reduction, process control, and end of pipe treatment. Build a systematic green supply chain collaboration system, prioritize selecting suppliers with green qualifications, and promote green logistics practices. Support leading enterprises to establish digital management platforms for green supply chains and form a full chain green management model. In addition, encourage training on green manufacturing knowledge, establish a green innovation incentive mechanism, enhance employees' green awareness and skills, and create a good atmosphere of full participation.
