Supporting private enterprises, we can pay more attention to such 'small things'

At the recent press conference of the State Council Information Office, the relevant person in charge of the National Energy Administration stated that a series of reform measures will be taken to support private enterprises in operating and using electricity. Individual businesses opening shops, farmers running rural tourism, and others who need to apply for electricity can enjoy free access to electricity. According to preliminary calculations, it is expected that approximately 1.5 million new beneficiary groups will be added within 5 years. The above-mentioned measures for the benefit of the people are related to the "Opinions on Deepening the Improvement of the Level of 'Electricity Access' Services and Comprehensively Creating a Modern Electricity Business Environment" jointly issued by the National Development and Reform Commission and the National Energy Administration. The opinion also suggests that for temporary and mobile electricity demand in scenarios such as spring irrigation and autumn harvest, street vendors and night markets, power supply enterprises should cooperate with local governments to plan and construct convenient power supply points; Provide proper power connection services for electric bicycle charging facilities; Power supply enterprises strictly follow the standards of "no more than 5 power outages within a year" and "no more than 3 power outages for 60 consecutive days" for overall control, etc. These measures cover almost all scenarios of people's lives, and have achieved full coverage of urban and rural areas. Electricity barriers that affect people's daily lives and production operations may be removed as much as possible. The application for electricity connection by relevant parties usually involves fees for measuring device calibration, preventive testing, etc., with corresponding prices ranging from several thousand yuan to tens of thousands of yuan. Places like rural homestays have a high demand for high-power appliances and electricity, which cannot be met by connecting ordinary household lines. Therefore, the cost of electricity connection is not low, which is also a major obstacle for farmers to run rural homestays. If calculated at an average electricity cost of 5000 yuan per household, adding 1.5 million new beneficiaries means reducing the economic burden by approximately 7.5 billion yuan. Such tremendous support will effectively promote the development of private economy and individual economy. Opening shops for individual businesses and providing rural homestays for farmers are common ways for small and micro market entities to participate in economic activities. The small and micro market has a wide range of entities and is a window reflecting economic vitality. The importance of liquidity for the development of small and micro market entities is self-evident. This policy dividend aims to reduce the investment costs of small and micro market entities, enabling them to take on lighter responsibilities, helping them expand their business scale and improve service quality, and better benefit from their business activities. In the long run, diverse economic activities and an increase in the number of small and micro market entities will also have a positive and long-term impact on economic and social development. Against the backdrop of comprehensive rural revitalization, these measures will undoubtedly effectively promote the upgrading of rural industries and stimulate the vitality of leisure agriculture. Improving the level of electricity services is an entry point to assist the development of small and micro market entities. Practical measures such as free access to electricity are vivid examples of China's energy management department promoting the construction of a business environment for electricity consumption. The market-oriented policy of benefiting the people has effectively met the people's demand for a better life. The survival and development of small and micro market entities also require a good business environment, and convenient electricity consumption is also an important aspect of creating a first-class business environment. This also reminds us that public services closely related to small and micro market entities are not limited to electricity. Improving the level of public services for daily small matters such as water and gas will also help the development of small and micro market entities and actively gather momentum for a better business environment.
