Hong Kong's competitiveness ranking returns to the top three in the world, Li Jiachao: showing the effectiveness of the SAR government's policies

On the 17th, the International Institute for Management Development in Lausanne, Switzerland released the "2025 World Competitiveness Annual Report", in which Hong Kong's competitiveness ranking rose two places to third in the world. Hong Kong Chief Executive Carrie Lam stated during a media briefing before attending the Executive Council that this demonstrates the overall correctness of the government's policy direction and the effectiveness of various policies. Li Jiachao stated that this is the first time since 2019 that Hong Kong's ranking has returned to the top three. The World Competitiveness Yearbook shows that Hong Kong's competitiveness has significantly improved, with a total score of 99.2 out of 100, an increase of 7.7 points, the highest increase among the top ten. Li Jiachao mentioned that in terms of government efficiency, Hong Kong's ranking has risen from third to second in the world, with tax policies and commercial regulations ranking first globally; In terms of business efficiency, Hong Kong's ranking has risen from seventh to second in the world, with management methods rising from sixth to third globally, and productivity and efficiency rising from eleventh to seventh globally; In terms of economic performance, the ranking has risen from 11th to 6th globally, with the international investment ranking rising to 2nd globally; In terms of infrastructure, the ranking has risen from ninth to seventh globally, with education rising from fourth to second globally. Li Jiachao expressed his encouragement that the efficiency of the SAR government has been ranked second in the world, "which proves the excellent quality and ability of civil servants, and also reflects that our 'results oriented' government cultural reform policy is correct and has brought results. Li Jiachao added that the annual report also affirmed Hong Kong's world-class business environment, reflecting the positive views of business leaders on Hong Kong's competitiveness. Hong Kong's advantages such as the rule of law, simple tax system, low tax rates, efficient and transparent market, stable financial system, and free flow of funds, information, goods, and personnel have been recognized by the business community. Under the 'One Country, Two Systems' policy, Hong Kong enjoys both Chinese and international advantages.
