Allow the public to enjoy legal services at their doorstep

Not long ago, Li, a resident of Shanting District, Zaozhuang City, Shandong Province, wanted to initiate a lawsuit due to a dispute over the sale of agricultural materials, but he was too busy with affairs to travel back and forth to the court. Under the guidance of postal staff, he submitted evidence materials through the "shared court", and the judge reviewed and filed the case online on the same day. After mediation of the case, both parties signed a settlement agreement at a postal outlet, with zero errands throughout the process. Since 2024, Shanting District People's Court and Shanting District Postal Branch have deepened their cooperation in legal and postal services, signed a cooperation agreement for intensive delivery comprehensive service projects, and implemented a four in one cooperation mechanism of "full contract delivery+shared court+people's mediator+legal publicity postal route", embedding judicial services into people's livelihood scenarios and allowing people to enjoy legal services at their doorstep. On the basis of cooperation, the Shanting District People's Court has deeply integrated with the postal company to establish a centralized service center for legal and postal services, forming an intensive service model of "online as the main, offline as the auxiliary, and leaving traces throughout the process". Through the one-stop service of "electronic service as the main, other services as auxiliary", the administrative work such as service has been separated from the trial process, forming a separation of trial and delivery mode, further saving judicial resources and shortening litigation time. Judges initiate with one click, postal services receive tasks, centralized printing and production of documents, intensive delivery, real-time feedback on delivery results, solving the problem of difficult delivery and effectively improving the overall delivery rate of cases. Entering the Sangcun Town Post Office in Shanting District, the "Shared Court" sign hanging at the entrance is particularly eye-catching. The hall is also equipped with a mediation room, online mediation equipment, self-service document printers, etc. The public can directly connect with the judge through the video system to consult legal issues, participate in remote court mediation, etc. As of now, Shanting Post has established 5 "French Postal Cooperation" shared courts throughout the district, and built a judicial convenience network covering all towns (streets) in the district. I used to deliver letters and newspapers, but now I can still deliver 'Harmony'! ”Wang Guangming, a deliveryman and French postal mediator at Xiji Town Post Office, said that during a letter delivery, he found that a villager named Zhao had a heated argument with his daughter-in-law over support issues. Wang Guangming immediately contacted village officials to participate in the mediation together. After more than an hour of explanation and reasoning, both parties reached a support agreement and resolved a family conflict in a timely manner. Nowadays, there are still many enthusiastic people's mediators in the postal service throughout the region. Township postal workers walk through the streets and alleys, familiar with the local situation. After being screened by the court, postal services, and legal knowledge training, there are currently 22 "part-time mediators" in the entire district, covering all townships (streets) in the district. A total of 126 conflicts and disputes have been mediated, and the success rate of pre-trial resolution has reached 82%. A document carries legal authority; One delivery conveys judicial warmth. With the advantage of postal delivery personnel covering urban and rural areas, Shanting District has built a total of 38 "legal publicity postal routes", transforming delivery vehicles into mobile propaganda stations and distributing legal publicity materials with mail. Shanting District has also created a "rule of law package" by pasting anti fraud and legal knowledge stickers on express packages, using postal vehicles to play legal cases, and delivery personnel and financial practitioners to distribute anti fraud manuals at home to create a good legal atmosphere for group prevention and control.
