Fujian Xiamen: Caring for the Healthy and Happy Growth of Adolescents

She came to her home every day to play with building blocks and read picture books with Xiao Chen, and invited community counselors to regularly guide her mother's emotions. After unremitting efforts, Xiao Chen not only takes the initiative to greet others, but also learns some simple household chores. Since last year, the Xiamen Municipal Customs Work Committee has explored and practiced the "three integration" work mechanism. Together with the Organization Department, the Social Work Department, and the Bureau of Retired Cadres, they have issued the "Implementation Opinions on Innovating the" Three Integration "Mechanism and Actively Promoting the Organizational Construction of the Committee for Caring for the Next Generation", which organically integrates caring for the next generation with grassroots party building work, social governance innovation, and the practice of "giving the elderly a sense of purpose", injecting new momentum into the work of grassroots customs work committees. Dongdu Community in Huli District, Xiamen, relies on the resources of intangible cultural heritage masters to create a "Ancient Ship Model" studio, allowing young people to experience the Maritime Silk Road culture through hands-on practice. Yang Yuzui, a 72 year old inheritor of Fujian Province's intangible cultural heritage ship making skills, has retired and joined the community's "Five Elders" team, teaching free ancient ship model making every Sunday. Nowadays, the studio has trained more than 30 small inheritors and produced more than 30 works such as "Red Boat" and "Bright Boat", becoming the "walking cultural business card" of the community. In practice, Xiamen provides targeted care and assistance to young people who have "fallen behind, lost control, dropped out of school, lost their jobs, and lost their loved ones", cultivating multiple assistance brands. The Customs Working Committee of Xiamen Judicial Bureau has deepened the work of legal aid for minors. In recent years, the city has handled more than 800 legal aid cases for minors annually, effectively safeguarding the legitimate rights and interests of underage parties. It is reported that currently, Xiamen has established 1563 customs working committees at all levels and built 195 "Five Elders" studios.
