On June 9th, the Beijing Municipal Bureau of Commerce and four other departments issued the "Special Action Plan for Expanding Fashion Consumption in Beijing", proposing five major special actions and four safeguard measures, totaling 21 tasks, including accelerating the planning and construction of four international consumption experience zones, accelerating the construction of the "Museum City", and building a global debut center. In fact, since the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Special Action Plan for Boosting Consumption" in March this year, many regions have introduced relevant plans to boost consumption, proposing specific measures to enhance residents' consumption ability and willingness based on local characteristics, further boosting consumption. For example, the Implementation Plan for the Special Action to Boost Consumption in Hebei Province focuses on the core goal of "increasing the total retail sales of consumer goods in the province by about 5% by 2025", proposing 5 major actions and 24 measures to better meet the diverse consumption needs of the people at all levels; Jiangsu Province has taken the first launch economy as the driving force and issued the "Several Measures to Accelerate the Promotion of First Launch Economy and Promote High Quality Development of Consumption in Jiangsu Province"; The Special Action Plan for Boosting Consumption in Shanghai focuses on deepening the construction of an international consumption center city and effectively leveraging the fundamental role of consumption in economic development through a series of deployments. Consumption is the starting and ending point of the national economic cycle. Currently, China is facing increasing external shocks, and many regions have introduced intensive policies to boost consumption. By boosting domestic demand to stabilize the economic foundation, it is a strategic choice to cope with external risks. ”Zhu Keli, Executive Director of the China Information Association and Founding President of the National Research Institute for New Economy, stated in an interview with Securities Daily that, at a deeper level, China's economy has shifted towards a stage of high-quality development, with new forms and models of consumption constantly emerging. Seizing opportunities to boost consumption in various regions is not only a short-term means of stabilizing growth, but also a long-term layout for building a domestic demand led economic system. According to Hong Yong, a think tank expert at the China Digital Reality Integration 50 Forum, policy measures to boost consumption in various regions mainly focus on improving consumption capacity, optimizing the consumption environment, and cultivating new types of consumption. To enhance consumer power, many places start by increasing income. For example, Hebei prioritizes the "Action to Increase Income and Reduce Burden for Urban Residents" and proposes six measures, including stabilizing employment, promoting income growth, resolving overdue payments, strengthening maternity protection, enhancing education support, and strengthening assistance and support; Henan has proposed measures to ensure employment, increase income, broaden channels for farmers to increase income, and reduce consumption burden, clarifying that the minimum wage standard will increase by no less than 5% by 2025; Zhejiang proposes to stabilize employment. By 2025, more than 1 million new urban jobs will be created, providing employment assistance to 800000 key groups. The scale of labor force outside the province and the scale of poverty alleviation labor force outside the province will be maintained at 23 million and 2.4 million respectively. In terms of cultivating new types of consumption, the plans to boost consumption in various regions also reflect the differentiated development ideas of local economic characteristics and consumer demand. For example, Fujian has proposed to increase efforts in cultivating high-quality e-commerce, hold the 2025 China E-commerce Anchor Competition, and promote the "live streaming+industry belt" model; Promote the development of low altitude tourism, aerial photography, drone performances, island tourism and other industries. Zhejiang proposed to create youth consumption hotspots such as Guoman film and television, digital content and anime; Attract domestic and foreign brand merchants to establish headquarters in Zhejiang, support and encourage the development of consumer headquarters economy. Hong Yong stated that the combined efforts of various regions to promote consumption are expected to significantly stimulate residents' willingness to consume in the short term and quickly drive the recovery of market demand; In the long run, it will help create new driving forces and scenarios for consumption growth, promoting high-quality economic development. Especially through innovative paths such as digital transformation, green consumption, brand launch, and the construction of international consumption center cities, various regions will accelerate the continuous optimization of consumption structure and steady improvement of consumption quality, and overall are expected to achieve the economic growth goals set by policies.
