Recently, the online consultation activity for the preparation of the 15th Five Year Plan was launched. In the column "I Propose a Strategy for the 15th Five Year Plan" set up by the media, various suggestions from grassroots and frontline have made people hear the voices and opinions of the people from the streets, alleys, and fields. The atmosphere of enthusiastic suggestions from grassroots masses reminds people of two good stories. First, in 2020, the "14th Five Year Plan" preparation work carried out an online consultation activity, which is the first time that China solicited opinions and suggestions from the whole society on planning preparation through the Internet. Secondly, an octogenarian from Xiangxiang, Hunan Province, accidentally came across a notice soliciting opinions on legislation. He thought of his own grandson often buying snacks from small workshops and vendors, and the hygiene conditions were worrying. Therefore, he casually wrote a 200 word suggestion on a crumpled piece of paper. This note happened to be seen by the community cadre, who circled around and submitted it, ultimately transforming it into a local regulation. These are vivid examples of our country's practice of people's democracy throughout the entire process. Opening the door to seek advice and brainstorming, fully absorbing the voices of the masses, expert suggestions, and social expectations, is the fine tradition of our five-year plan formulation, as well as the institutional design of scientific, democratic, and lawful decision-making. Practice has long proven that opening the door and seeking advice is an effective means of gathering public opinion. During the preparation of the 14th Five Year Plan, an online opinion collection activity was carried out, and the general public actively participated, leaving over one million comments. Relevant parties have compiled more than 1000 suggestions from it. General Secretary Xi Jinping once pointed out, "The greatness of a great country also comes with its weight. The myriad of things that come with it are ultimately the affairs of thousands of households. Our party governs the country by formulating "plans", not only integrating the party's values into development plans, but more importantly, incorporating the interests and demands of the broadest masses of the people, that is, the "greatest common denominator" of the whole society, into the national governance system through the principles and methods of democratic centralism. Those who know the leakage of houses are under the buildings, and those who know the loss of governance are in the grass fields. The important connotation of the ancient concept of good governance is to open up channels for expressing public opinion, incorporate people's sentiments and opinions into decision-making considerations, and achieve the effect of "those who share the same aspirations win". In formulating the 15th Five Year Plan, we also need to unify top-level design and consultation with the people, strengthen research and demonstration, widely gather consensus, listen to the opinions and suggestions of the people and all sectors of society in various ways, and fully absorb the fresh experiences created by cadres and the masses in practice. Only in this way can we ensure timely and effective response to the needs and concerns of the masses in the preparation of the 15th Five Year Plan.
