At a press conference held by the State Council Information Office on June 5th, Song Hongkun, Deputy Director of the National Energy Administration, stated that the "Opinions" focus on the "Five Modernizations" goal and propose 14 tasks and 38 specific measures for each link of the entire power supply service chain. The Opinion on Optimizing Investment Management of Distribution Networks requires optimizing investment management of distribution networks, and power supply enterprises to reasonably arrange funds for the construction and renovation of distribution networks, tilting towards weak power supply areas such as rural areas, ethnic areas, old residential areas, and urban villages. Hao Ruifeng, Director of the Market Supervision Department of the National Energy Administration, stated that the National Energy Administration guides power supply enterprises to further increase investment in rural power grid renovation, actively seeks investment support from the central budget, and has allocated 5 billion yuan in special funds by 2025, focusing on prominent problems such as "bottleneck" and "low voltage" in the power grid in some rural areas, and continuously upgrading power grid equipment and optimizing grid structure. At the same time, guide power supply enterprises to moderately advance the planning and construction of high-level rural power grids, actively serve and guarantee new development needs such as distributed photovoltaic access, electric vehicle charging, and the increase of large household appliances in rural areas.
