Recently, eight departments including the Department of Human Resources and Social Security and the Department of Education of Yunnan Province issued the "Several Measures to Support College Graduates and other young people to return home and start businesses in e-commerce", clarifying 12 targeted support measures, actively guiding college graduates and other young people to go to the countryside and return home to carry out e-commerce entrepreneurship, and helping the high-quality development of the county economy. The Measures clearly support focusing on four characteristic industries to strengthen e-commerce entrepreneurship projects. Support college graduates and other young people to focus on the "1+10+3" key industries of Yunnan Plateau characteristic agriculture, explore characteristic advantageous products and well-known "cloud products" to carry out e-commerce entrepreneurship; Focusing on the cultural, tourism, and health industries, we aim to create new growth points for cultural and tourism consumption, such as treasure towns and fireworks villages, around the eight major business models of "living in Yunnan"; Support the development of cross-border e-commerce entrepreneurship; Promote the entrepreneurship of Yunnan style labor service brands and e-commerce, and support young people such as college graduates to deeply cooperate with labor service brand enterprises and leaders. The Measures propose to integrate three types of platform resources to support e-commerce entrepreneurship. Deepen cooperation with leading domestic e-commerce companies in talent cultivation, operational capabilities, and online marketing, and leverage external platform resources to enhance the success rate of e-commerce entrepreneurship. Integrate resources from various levels and types of entrepreneurship platforms across the province, and prioritize supporting college students to settle in. Focusing on the problem of high logistics costs, we support the construction of centralized distribution warehouses in production areas and integrate and strengthen the "logistics distribution system". The Measures specify the optimization of three entrepreneurship support measures to enhance e-commerce entrepreneurship capabilities. Establish a "tracking and accompanying" mechanism for key projects, track and support 500 key e-commerce entrepreneurship projects annually, and provide a subsidy of 30000 yuan for e-commerce entrepreneurship projects according to regulations. We will comprehensively utilize the youth job seeking training camp, entrepreneurship training "Malanhua" program, and university e-commerce entrepreneurship education system to train more than 10000 young people, including college graduates, annually. Expand the directory of subsidized training professions (types of work) for e-commerce skilled talents, promote the system of "academic certificates+several vocational skill certificates", and enhance e-commerce entrepreneurial skills.
