The Opinion is divided into 8 parts with a total of 38 articles, with the overall goal of comprehensively improving the rule of law in the execution of petition work. It firmly adheres to the leadership of the Party, puts the people at the center, consolidates the responsibility for executing petition work, improves the mechanism for executing petition work, fully implements the principle of responding to every letter, standardizes the registration and acceptance of petition matters throughout the entire process, optimizes the handling mode, deepens the separation of litigation and petition, vigorously promotes the resolution of contradictions, prudently promotes the termination of petition execution, effectively strengthens the supervision and management of petition execution, and strives to promote high-quality development of petition execution work in the new era on the track of the rule of law. The Opinion requires the establishment and improvement of a mechanism for resolving key execution petition cases. For repeated petitions, petitions that have been unable to be executed for many years, and petitions that have not made substantial progress despite being transferred and assigned, cross execution methods should be fully utilized to promote the resolution of backlog cases in key execution petitions. After cross execution, if it is found that the original executing court and executing officers have negative execution, delayed execution, and violations of discipline and law during execution, they should be criticized and reflected in performance evaluation and other aspects according to regulations, and relevant responsibilities should be pursued in accordance with laws and regulations. The Opinion proposes to improve the mechanism for leaders of the court and bureau to receive visits and resolve cases. Leaders of intermediate and grassroots courts should regularly receive visits and resolve cases within the legal framework. The leaders of the hospital should discover prominent problems in the implementation work through visits and handling letters and visits, and conscientiously organize solutions. Courts at all levels should regularly analyze and judge the execution of letters and visits in their jurisdiction, timely sort out the key and difficult issues strongly reflected in the execution of letters and visits, give full play to the early warning and evaluation mechanism of execution letters and visits, timely discover prominent problems in the trial and execution work through the handling of execution letters and visits, and put forward opinions and suggestions for improving and perfecting the work, providing reference for the trial and execution work, and effectively strengthening the governance of the source of execution letters and visits. The Opinion emphasizes that higher-level courts should promptly strengthen the supervision and management of the execution of petition work by courts in their jurisdiction through inspections, supervision, and supervision, and use methods such as interviews and accountability, and double checks on individual cases. If it is found that the lower level courts have problems in implementing the principle of immediate handling of letters and visits, inadequate response to letters, falsification, and refusal to implement supervisory opinions without justifiable reasons, the relevant courts and personnel will be criticized in a public notice, and the directly responsible supervisors and other directly responsible personnel will be interviewed to propose rectification requirements.
