On May 26th, the reporter learned from the Ministry of Human Resources and Social Security that recently, the Ministry of Human Resources and Social Security, the Office of the Central Organization Establishment Committee, the National Development and Reform Commission, the Ministry of Civil Affairs, and the Ministry of Finance jointly issued the "Opinions on Further Improving the Employment Public Service System" (hereinafter referred to as the "Opinions"), proposing 20 service measures to further improve the employment public service system that is equal and inclusive, fully functional, precise in assistance, solid in foundation, and digitally empowered, and to improve service accessibility, equalization, and professionalization. Focusing on improving the equal and inclusive employment public service mechanism, the Opinion proposes to clarify the responsibility of local services and provide employment public services for urban and rural workers and employers locally and nearby. Standardize service items, establish a provincial-level unified service list, and promote a nationwide unified visual identification system such as signage and slogans. Focusing on improving the comprehensive employment public service content, the Opinion emphasizes the comprehensive release of employment information, precise implementation of vocational introductions and guidance, and extensive organization of "small but specialized" on-site job fairs. Strengthen the construction of specialized entrepreneurship service functions, promote training, incubation, and service collaboration. Focusing on promoting a precise employment public service model for assistance, the Opinion points out the need to improve the identification mechanism and proactively and timely include service recipients in the scope of employment assistance. Implement job seeking and employment profiling, comprehensively adopt face-to-face listening and communication, use professional quality assessment tools, etc., accurately determine the type and degree of employment difficulties, and carry out hierarchical classification services. Focusing on building a solid employment public service pattern, the Opinion requires enhancing the comprehensive service capabilities of cities and counties, and providing full chain employment public services. Integrating grassroots employment public services into party building led grassroots governance, implementing them in the list of responsibilities to be fulfilled in townships (streets), and creating a "15 minute" employment service circle. Focusing on strengthening the digital empowerment of employment public service methods, the "Opinions" clearly state that efforts should be made to strengthen the construction of employment information resource libraries, accelerate the establishment of a new working model of national centralized management, coordinated linkage between departments and provinces, and real-time data updates. Promote the application of "artificial intelligence+employment", optimize the intelligent employment service platform, and create a digital employment service model. In addition, the Opinion also puts forward requirements for conducting forward-looking research, promoting the application of social security cards, strengthening network and data security management, and promoting publicity and guidance.
