Eight major actions to fully unleash the value of data elements and continuously strengthen new quality productivity

According to the National Data Administration on May 16th, the Comprehensive Department of the National Data Administration recently issued the "Action Plan for the Construction of Digital China 2025" (hereinafter referred to as the "Action Plan"), requiring all regions to conscientiously implement it based on their actual situation. The Action Plan is the first document issued by the National Data Administration to local data management departments to guide the construction of Digital China. The Action Plan proposes that by the end of 2025, significant progress will be made in the construction of Digital China. The new quality productivity in the digital field will continue to grow, and the quality and efficiency of digital economy development will be greatly improved. The added value of core industries in the digital economy will account for more than 10% of the gross domestic product. The construction of the data element market will steadily advance, with a computing power scale exceeding 300EFLOPS. The level of digitalization and intelligence in government affairs will be significantly improved, and the construction of digital culture will leap to a new level. Significant achievements will be made in the precision, inclusiveness, and convenience of the digital society. Positive progress will be made in the construction of digital ecological civilization. The digital security guarantee capability will be comprehensively improved, and the digital governance system. The Action Plan also deployed major actions in 8 areas. This includes "deeply exploring the application scenarios of artificial intelligence, actively carrying out the construction of high-quality datasets of artificial intelligence. Focusing on developing new generation intelligent terminals and intelligent manufacturing equipment such as intelligent connected new energy vehicles, artificial intelligence smartphones and computers, and intelligent robots." With the maturity of artificial intelligence technology, its development has a profound impact on the construction of Digital China, reflected in promoting economic transformation and upgrading, improving social governance efficiency, optimizing public service levels, and driving technological innovation and development. The interviewed experts expressed confidence in the prospect of artificial intelligence technology helping the digital industry take off. Chen Xiaohua, executive director of the Institute of Education and Science and Technology of China Mobile Communications Federation, said that at present, the industries with AI application potential cover intelligent manufacturing, intelligent networked new energy vehicles, intelligent medical care, finance and many other fields. These industries have abundant data resources and clear requirements, making it easy to form large-scale application scenarios. The widespread application of artificial intelligence has opened up many opportunities, but the balance between data openness and sharing and privacy protection cannot be underestimated. Wu Qi, Senior Researcher at Pangu Think Tank (Beijing) Information Consulting Co., Ltd., told reporters that the future development of artificial intelligence will show a significant trend of continuous deepening of technology, continuous expansion of applications, deep integration of industries, and gradual improvement of ecology. However, with the comprehensive penetration of artificial intelligence in various fields, the contradiction between data openness and sharing and privacy protection has become increasingly acute. Wu Qi said, "On the one hand, the open sharing of data can stimulate the innovation vitality of artificial intelligence technology and promote the accelerated digital transformation of various industries. On the other hand, data often contains a large amount of personal privacy and sensitive information. Once the protection measures are not in place, it will bring incalculable harm to individuals and society. Therefore, it is necessary to strengthen legislative regulation, build a complete system of relevant laws and regulations, and increase the research and application of technologies such as privacy computing and privacy desensitization." The "Action Plan" accurately meets the strategic requirements of promoting high-quality economic development, cultivating new economic growth points, and shaping new development drivers in China. In the deployment of major actions, the Action Plan also proposes a series of measures such as "strengthening data annotation in key areas such as transportation, healthcare, finance, manufacturing, and agriculture" and "continuously optimizing the business environment to attract more high-quality data enterprises and projects to land". These measures will further enhance the quality and availability of data, fully unleashing the potential value of data elements. Zheng Lei, Chief Economist of Samoyed Cloud Technology Group, told reporters that the relevant measures in the Action Plan will promote the deep integration of traditional industries and the digital economy, improve the efficiency and quality of economic development, help China seize the opportunity in the global digital economy competition, and further drive the optimization and upgrading of the overall economic structure, achieving sustainable economic and social development.
