The Hong Kong SAR Government Fire Services Department, Guangdong Provincial Fire Rescue Corps, and Macau Fire Department jointly organized the Guangdong Hong Kong Macao Greater Bay Area Emergency Rescue Joint Exercise "Joint City -2025" in Hong Kong from March 25th to 27th. The "Joint City -2025" is organized and coordinated by the Fire Services Department of the Hong Kong Special Administrative Region Government, with Huang Zhenye, Deputy Director (Operations) of the Fire Services Department of the Hong Kong Special Administrative Region Government, serving as the commander of the Hong Kong Cross border Rescue Team, responsible for coordinating and deploying fire rescue personnel and resources from the three regions. The exercise includes high-altitude rescue, handling of traffic accidents and hazardous substance accidents, and water immersion rescue. The drill simulated that Hong Kong was hit by a catastrophic typhoon and rainstorm, which led to a shortage of rescue resources in Hong Kong. Therefore, the Hong Kong SAR government, in accordance with the mechanism under the Framework Agreement on Cooperation in Emergency Management and Emergency Rescue Operations in the Jinan Bay Area of Guangdong, Hong Kong and Macao, proposed requirements to the Guangdong Provincial People's Government and the Macao SAR, and dispatched their personnel and vehicles to Hong Kong for support. The Director of Fire Services of the Hong Kong Special Administrative Region Government, Yang Enjian, introduced to the media on the 26th that the drill has three main purposes. Firstly, test the activation mechanism of the emergency rescue action plan for the Guangdong Hong Kong Macao Greater Bay Area; Secondly, test how to quickly dispatch fire trucks from different regions to Hong Kong for rescue through the pre-set green channel during the operation; Thirdly, coordinate and communicate the joint command system at the testing site. In the drill, the Guangdong Provincial Fire Rescue Corps dispatched 60 personnel and 13 firefighting vehicles, while the Macau Fire Department sent 15 personnel and 5 vehicles to Hong Kong. Rescue personnel used various advanced rescue tools during the drill. In the flood rescue drill, the Guangdong Provincial Fire and Rescue Corps used drainage robots to extract accumulated water. Liu Dongdong, the leader of the rescue team from the Guangdong Provincial Fire Rescue Corps, introduced that the application scenarios of drainage robots are very wide, including large-scale urban drainage, lake waterlogging, underground tunnels, and subways. In Hong Kong, some extreme weather conditions, such as typhoon and rainstorm, lead to flooding in low-lying areas, and people are trapped in vehicles. In June 2024, the People's Government of Guangdong Province, the Government of the Hong Kong Special Administrative Region, and the Government of the Macao Special Administrative Region signed the "Guangdong Hong Kong Macao Emergency Management Cooperation and Greater Bay Area Emergency Rescue Action Cooperation Framework Agreement" in Hong Kong, aiming to build a government led, professional emergency rescue team as the main body, and action centered emergency rescue cooperation system, strengthen the emergency rescue capabilities of Guangdong Hong Kong Macao, and respond to emergencies such as accidents, disasters, and natural disasters affecting the Guangdong Hong Kong Macao region. In addition, the Hong Kong SAR Government Fire and Rescue College and the China Fire and Rescue College signed a memorandum of understanding on March 25th to further deepen cooperation, jointly train high-level fire and rescue talents, and promote innovation and development of fire and rescue technology.
