Zhao Hong, Director of the Regulations Department of the Legislative Affairs Commission of the Standing Committee of the Shaanxi Provincial People's Congress, stated that protecting the Huangdi Mausoleum is not only an unshirkable historical responsibility, but also a need to strengthen cultural confidence and inherit and promote Chinese culture. The regulation elevates the consensus and effective management experience that has been reached in practice into legal provisions. At the same time, the regulations have expanded the scope of protection for the Huangdi Mausoleum, establishing a multidimensional protection system that covers cultural relics and intangible cultural heritage, ancient and famous trees, and the natural environment. While protecting the cultural relics themselves, the ancient and famous trees in the protected area, such as the Qiaoshan Ancient Cypress Group represented by Huangdi Hand planted Cypress and Baosheng Cypress, intangible cultural heritage such as Huangdi Mausoleum Festival, as well as the surrounding historical features and natural environment, will be listed as protected objects.
