Guangdong: By 2027, basically achieve the "12312" travel transportation circle

We will focus on expanding effective investment and vigorously promote the construction of major projects such as highways, railways, water transportation, and airports. From 2025 to 2027, the province plans to complete an investment of about 600 billion yuan in highways and waterways, and an investment of about 900 billion yuan in comprehensive transportation (including railways and airports). Recently, Guangdong Province issued the "Three Year Action Plan for High Quality Development of Transportation in Guangdong Province (2025-2027)" (hereinafter referred to as the "Plan"), which deploys key construction contents in the transportation field for the next three years. Among them, the highly anticipated projects such as Zhanhai High speed Railway, Guanghe High speed Railway, Humen Bridge Reconstruction and Expansion, and Shenzhen Zhuhai Passage are all mentioned in the "Plan". The plan proposes that by 2027, transportation in Guangdong's urban clusters will become more high-quality and efficient. The basic implementation of the "12312" transportation circle (1 hour for major cities in the Guangdong Hong Kong Macao Greater Bay Area, 2 hours for major cities in eastern, western, and northern Guangdong, 3 hours for major cities in China and Southeast Asia, and 12 hours for major cities worldwide) and the "123" express logistics circle (1 day for domestic delivery, 2 days for major cities in neighboring countries, and 3 days for major cities worldwide) have taken the construction of world-class city clusters in the Guangdong Hong Kong Macao Greater Bay Area to a new level, making transportation and logistics more convenient and efficient for cities (clusters). According to the "Plan", Guangdong will vigorously build a smooth cross-border and inter provincial comprehensive transportation channel in the next three years, including improving the capacity of trunk highways to exit the province, accelerating the construction of world-class port clusters, improving the smooth railway exit channels nationwide, and working with Hong Kong and Macao to create a world-class airport cluster. In terms of railway out of province channels, we will promote the construction of ongoing railway projects such as Guangzhan, Shanshan, Zhangshan, Meiwu, Shennan, and Hezhan, push for the commencement of projects such as Zhanhai High speed Railway and Guangqingyong High speed Railway, accelerate the preliminary work of projects such as the Guangzhou Shenzhen Second High speed Railway, and study and plan a high standard railway channel connecting the Guangdong Hong Kong Macao Greater Bay Area with the Beijing Tianjin Hebei, Yangtze River Delta, and Southwest regions. In terms of highways, we will accelerate the construction of the main framework of the province's "12 vertical, 8 horizontal, 2 ring, and 16 radial" highways, promote the comprehensive completion of the Guangdong section of the national highway network, and advance the planning and construction of projects such as Pingwu Expressway, Shennan Expressway, and Leizhou Peninsula West Line Expressway. Promote the expansion and renovation of busy road sections, and advance the renovation and expansion projects of national highways such as Beijing Hong Kong Macau, Shenhai, Guangzhou Kunming, and Jiguang. In terms of port cluster construction, we will promote Guangzhou Port and Shenzhen Port to become international hub ports, and promote Shantou Port and Zhanjiang Port to become hub ports in eastern and western Guangdong. Enhance the loading and unloading capacity of key materials in ports and the resilience of global maritime channels, and plan to construct a number of coal, oil and gas, ore, grain, container and other ports. Promote the improvement and efficiency of facilities in Xuwen Port Area of Zhanjiang Port, enhance the navigation capacity on the north bank of the Qiongzhou Strait, and improve the service guarantee capability during peak passenger and roll on/roll off transportation periods. Enhance the service capacity of high-grade inland waterways, promote the expansion and upgrading of waterways such as Beijiang Shangyan, Dongjiang, and Shunde, and do a good job in the preliminary research work of the Guangdong Jiangxi Canal. In terms of building a world-class airport cluster, we will accelerate the construction of projects such as the third phase expansion project of Guangzhou Baiyun Airport and the three runway expansion project of Shenzhen Bao'an Airport. We will also start construction on Guangzhou New Airport and Yangjiang Airport, study and promote the preliminary work of the second phase expansion project of Huizhou Airport, accelerate the site selection research of airports such as Shanwei and Yunfu, and promote the construction of general airports such as Taishan in Jiangmen and Leizhou in Zhanjiang. According to the "Plan", the key projects to be promoted in the next few years include accelerating the construction of the "Greater Bay Area on the track", accelerating the construction of intercity railways in the Guangzhou and Shenzhen metropolitan areas, promoting the construction of projects such as the Foshan Guangzhou Dongguan intercity railway, the Xiangshan Gongbei section of the South Zhuhai (Central) intercity railway, and the Guangzhou East Station to Xintang Fifth and Sixth Lines, and building projects such as the Guangzhou Foshan East Ring Road, the Guangzhou Dongguan Shenzhen Pazhou branch line, and the Guangzhou Foshan West Ring Road. The basic construction of the intercity railway backbone network in the Guangdong Hong Kong Macao Greater Bay Area will be completed. In terms of building an integrated high-speed transportation network in the Greater Bay Area, the Plan proposes to build the "Golden Inner Bay" traffic axis around the Pearl River estuary, promote the construction of Shiziyang Channel, Shenzhen River Railway and other river crossing channels, promote the preliminary work of the reconstruction and expansion projects of Lianhuashan Channel and Humen Bridge, study and demonstrate the construction of Shenzhen Zhuhai Channel (Lingdingyang Channel), and promote the expansion and reconstruction of busy sections such as Guangzhou Shenzhen Expressway, Jihe Expressway, Guangzhou Macao Expressway, and Jiguang Expressway. At the same time, we will promote the integrated planning and construction of adjacent urban road networks, accelerate the construction of projects such as Guangfo Bridge, Zhongshan East Ring Road, Gushen Highway, and Shizhou Bridge. In order to enhance the transportation radiation capacity of the Greater Bay Area to eastern, western, and northern Guangdong, the "Plan" proposes to strengthen the connection between the Greater Bay Area and the high-speed railways in eastern and western Guangdong, accelerate the construction of railway projects such as Zhuzhao and Shenshan, and strive to include projects such as the Guanghe high-speed railway in the recent construction plan. Improve the trunk road network connecting the Greater Bay Area to the eastern, western, and northern regions of Guangdong, and promote the construction of projects such as the Foshan Zhaoyun Expressway, Huizhou Zhaoqing Expressway, Guanghui Expressway, Guangsan Expressway, and Shenshan East Expressway. Accelerate the planning and construction of the intercity railway network in eastern Guangdong. In addition, Guangdong will also build a demonstration city for low altitude transportation in the next three years, establish provincial-level comprehensive flight service stations and three A-class flight service stations in Guangzhou, Shenzhen, and Zhuhai, and promote the construction of general airports and unmanned aerial vehicle take-off and landing points. Support cities with conditions such as Guangzhou, Shenzhen, and Zhuhai to open low altitude passenger routes within and between cities, and explore the development of cross-border low altitude flight services in the Greater Bay Area. At the same time, we will focus on the high-end logistics and distribution needs of cities (clusters), develop unmanned aerial vehicle intercity transportation and end of pipe distribution applications. This year, the basic implementation of dual lane highways in administrative villages will promote more balanced and coordinated urban and rural transportation. The plan proposes that by 2027, Guangdong's urban and rural transportation will be more balanced and coordinated. Basic implementation of high-speed highways connecting urban areas, county towns, central towns, and important nodes, high-level implementation of national highways connecting counties, provincial highways connecting towns, and administrative villages connecting villages, and integrated development of urban and rural transportation. In order to enhance the service capacity of ordinary national and provincial trunk lines in counties, Guangdong will accelerate the upgrading and transformation of a number of low-grade sections of ordinary national and provincial roads, such as the reconstruction project of the Xinyi Heshui to Wangtong section of National Highway G359, in the next three years. Accelerate the expansion and improvement of congested sections of national and provincial highways, such as the reconstruction project of the Jieyang Xinheng to Didu section of National Highway G206. Promote the construction of coastal tourism highways such as the reconstruction project of the section from Wushi to Qishui in Leizhou on National Highway G228, the section from Naqin Bridge to Pingdi Reservoir in Taishan City on National Highway G228, and the section from Hailing Dadi South to Zhapo on National Highway G234. At the same time, the road network from the county town to the highway entrance and exit, key industrial parks, and the towns and streets under its jurisdiction will be unblocked. Guangdong will improve the traffic quality of the highway entrance and exit to the county town section, promote the reconstruction project of the G228 National Highway from Huilai Jinghai Yueshan to Shihua Avenue, and the construction of projects such as Shaoguan Airport Highway; Promote the accessibility of second level and above highways between county centers and core areas of provincial-level and above industrial parks, and third level and above highways between county centers and core areas of provincial-level and above agricultural industrial parks; Promote the basic access of secondary and above highways between county towns and central towns (streets). In terms of promoting the construction of "Four Good Rural Roads" with high quality, the "Plan" proposes to accelerate the transformation of low-grade sections of county roads in eastern, western, and northern Guangdong, further improve the coverage of dual lane rural roads, and basically achieve administrative village access to dual lane roads by 2025. Taking Guangzhou, Zhuhai, Foshan, Dongguan, Zhongshan and other cities as a demonstration to achieve dual carriageway access in natural villages with over 500 residents by 2025, we will orderly promote the construction of dual carriageway access in natural villages with over 1000 residents in the province through a "strip belt" approach. In addition, the "Plan" also proposes to accelerate the construction of highway characteristic service areas that integrate "agriculture, culture, tourism, and commerce" and reflect regional characteristics. The highway service areas will be transformed into "three windows" for showcasing local characteristic culture, exhibiting and selling local characteristic products, and tasting local characteristic cuisine, ensuring that at least one pair of characteristic service areas is built in each city. According to the principle of "moderate advance", comprehensively enhance the guarantee capacity of charging services along highways, and promote the construction of "super charging and fast charging" facilities in busy service areas.
