From oil fields to 'livelihood fields': Chinese enterprises open up new paths for poverty reduction in Uganda
2025-03-25
Lake Albert, located in western Uganda, is one of the important freshwater lakes flowing through the upper reaches of the Nile River. As an important component of the Albert Lake oilfield development project, the Cuiniao oilfield project invested and constructed by CNOOC is Uganda's first commercial oil project, promoting the upgrading of Uganda's oil and gas industry. CNOOC has opened up new paths for poverty reduction in Uganda through innovative practices such as vocational skills training and infrastructure construction, and has built a new bridge for technology sharing and cultural exchanges between the two countries. The talent cultivation of industry education integration is dressed in blue work clothes, wearing protective face shields and goggles. The welder Naga is focused on operating the welding gun with his bow body, and sparks splash in the blue and white arc light. The melted welding wire precisely joins the metal parts. The training program of CNOOC has changed my life, "Naga told reporters. He used to be an automotive mechanic and became one of the first welders in Uganda to receive international certification after training in 2022. He is currently participating in the Emerald Bird oilfield project. I didn't have a stable source of income before, but now I not only have a decent job, but also a decent income. My parents have moved from a thatched cottage to a wooden house, so they no longer have to worry about their younger siblings' tuition fees Naga said that she hopes her younger siblings can also participate in relevant training in the future and find a good job. The Cuiniao Oilfield project has brought tens of thousands of job opportunities to the local area. At the same time, CNOOC has taken multiple measures to strengthen the training of local petroleum talents, injecting new vitality into accelerating Uganda's industrialization process. Through cooperation with local universities and vocational training schools, more than 3000 oil and gas skilled talents have been trained, and the training information has entered the talent database of Uganda's oil and gas industry. The poverty reduction code in the sewing machine is found in a tailor shop near the Emerald Bird oil field, where owner Rachel skillfully operates the sewing machine. Before, I didn't know any skills, my family's income source was not fixed, and my life was tight. Now, relying on sewing skills, my life is getting better, "Rachel said. She learned sewing through participating in the China National Offshore Oil Corporation training program and has become a well-known tailor shop owner in the village. China National Offshore Oil Corporation (CNOOC) actively helps villagers around the Cuiniao Oilfield acquire a skill, achieving the goal of "one person's employment and the whole family's poverty alleviation". In order to improve the training effectiveness, CNOOC first conducted research on the needs of local youth around the oil fields, conducted a questionnaire survey on their personal education level, abilities, and interests, and selected projects with good employment prospects for training. Currently, over 350 local youth have participated in the training and successfully graduated. As her business grew increasingly prosperous, Rachel took the initiative to hire two girls as apprentices to teach cutting techniques step by step. The Chinese master taught me skills, and I also want to be someone else's master, helping more girls to have a skill and live a better life. "The" livelihood curve "of the Cuiniao Oilfield on the cliff is surrounded by mountains on three sides and faces a lake on one side. In the past, the only way for villagers to access the outside world was by climbing the cliff, which was extremely difficult to travel. China National Offshore Oil Corporation (CNOOC) has invested in the construction of a 10 kilometer long cliff crossing road, ending the history of nearby villages not having access to roads. This winding 'livelihood arc' connects dozens of villages along the way, providing convenience for local residents to seek medical treatment, employment, and education, and promoting the circulation of people, money, and goods with the outside world. For the local people, this is a hopeful road to the outside world, "said Kahava Jonathan, the village chief of Kiyaba Sambu, standing on the cliff crossing road, unable to conceal his excitement. For many years, China National Offshore Oil Corporation (CNOOC) has been promoting the construction of the Albert Lake project in Uganda with high quality, while also deeply cultivating the "livelihood fields" and actively carrying out projects that benefit the people, such as livelihood support, donations for education, and job creation. Recently, China National Offshore Oil Corporation's poverty reduction practice in Uganda was successfully selected as the world's best poverty reduction case. Uganda's Minister of Energy and Mineral Development, Nankabiruwa, stated that the Albert Lake oil field project has filled the gap in energy cooperation between Ukraine and China. China National Offshore Oil Corporation's extensive projects benefiting the people in Ukraine are equally impressive, "enabling our people to live a good life, and more importantly, making them full of expectations for a better future
