Exploring cross regional service mutual recognition and promoting resource sharing in Beijing Tianjin Hebei, Chengdu Chongqing and other regions; Shanxi and Chongqing are building a continuity service system to accelerate the sinking of high-quality resources. A series of policies such as the "Several Opinions on Accelerating the Development of the Elderly Care Service Industry", the "Healthy China 2030" Plan Outline ", and the" Guiding Opinions on Promoting the High quality Development of Medical Elderly Integration Services "have worked together to promote standardization construction and lay a solid foundation for deepening reforms in the new era. It should also be noted that the integration of medical care and elderly care still faces many challenges, and it is urgent to take effective measures to solve them. The lack of policy synergy, structural imbalance in resource allocation, and concerns about the resilience of the payment system seriously constrain the systematic integration of medical and elderly care resources and the improvement of service efficiency; The problem of mismatch between supply and demand of smart technology is prominent, and the intelligent transition of infrastructure and insufficient depth of data application coexist, exacerbating the phenomenon of gradient discontinuity in service networks; The unreasonable talent structure and difficulties in intensive land use have also seriously hindered the systematic breakthrough of the integration of medical care and elderly care. In response to the current prominent problems, we can deepen institutional and mechanism innovation, and focus on promoting three reforms: promoting policy coordination, formulating a unified national classification standard for the comprehensive care needs of the elderly, integrating standards related to the elderly, and promoting deep coupling of policy toolboxes; Further improve the long-term care insurance system, expand the pilot scope, and explore the linkage mechanism between medical insurance, commercial insurance, and financial subsidies; Upgrade regulatory capabilities, take the lead in establishing mutual recognition standards for health and wellness service qualifications in cities or places where conditions permit, and form a regional collaborative regulatory model with national demonstration value. Implement technology empowerment projects to promote the structural leap of medical and elderly care service capabilities. We will focus on promoting four measures: firstly, we will support wearable monitoring devices and build a "5G+AI" remote service system, develop "virtual nursing homes", and promote the intelligent integration of home medical and elderly care services; Secondly, we will establish a national smart health and elderly care big data platform, develop digital therapy scenarios such as health prediction models and virtual reality cognitive training, promote intelligent assistive device rental services, and accelerate the application of innovative products; Thirdly, we will improve the development of policies and mechanisms for the elderly care industry and the elderly care sector, and support the transformation of demonstration projects and institutions; The fourth is to accelerate the filling of the gaps in rural elderly care services, fully utilize rural public facilities and idle school buildings, focus on developing inclusive elderly care services, empower technology to activate digital transformation, promote resource cloud sinking, and achieve comprehensive improvement of medical and elderly care service capabilities. Establish a sound talent training system and solve the bottleneck on the supply side of medical and elderly care services. Deepen education reform, implement a dynamic adjustment mechanism for professional settings, and promote the establishment of majors such as geriatric medicine and rehabilitation nursing in ordinary universities and vocational colleges; Smooth the professional channels and establish a mutual recognition and connection mechanism for the qualifications and professional titles of elderly care workers and nurses; Innovate volunteer models, establish a national database for silver age volunteer services, implement a nationwide "time bank" redemption system, form a sustainable service ecology of intergenerational feedback, and provide strong talent support for the implementation of the national strategy to actively respond to population aging. Innovate the guarantee mechanism of elements and build a solid foundation for the sustainable development of medical and elderly care services. We should start from three levels: establish a policy guarantee list covering elements such as construction land and financial support, and explore the inclusion of medical and elderly care land in the provincial land spatial planning special guarantee land catalog; Improve the mechanism for social capital participation, provide support for extending the franchise period of government and social capital cooperation model pension projects, and implement tax deferral policies for pension real estate investment trust fund products; Strengthen the construction of risk prevention and control system, establish a national unified platform for resolving disputes in elderly care services, develop exclusive liability insurance, enhance the risk prevention and control capabilities of elderly care services, and ensure the sustainable development of medical and elderly care services.
