The modification, improvement, and expansion of drug instructions to adapt to aging is timely

This year's government work report proposed to "actively respond to the aging population", which attracted the attention of NPC deputies and CPPCC members. When Dai Yin, a NPC deputy, participated in the group review of the Hunan delegation, she presented several special drug instructions, which were larger in paper and font size than usual. In 2023, representative Dai Yin submitted a proposal on the aging adaptation of drug instructions, which received high attention from relevant parties. In October of that year, the "Pilot Work Plan for Aging Adaptation and Accessibility Reform of Drug Instructions" was released. Representative Dai Yin said, "We hope that this' small reform 'can make the elderly feel more of the warmth of people's livelihood and further promote social civilization." When discussing drug instructions, representatives and members of the two sessions had different feelings from a few years ago. The drug instructions have undergone aging adaptation and many valuable experiences have been explored, achieving satisfactory results. The new version of drug instructions presented by Dai Yin's representative once again confirms this point, and the public also has a firsthand experience of it. Not only have the font size of drug instructions on the market significantly increased, but many instructions have also highlighted key content such as usage, dosage, and adverse reactions. Some drug instructions have also been released in electronic, Braille, audio, and other versions, making it easier for the public to read. When the reform goes deep, the resistance and difficulty encountered will also increase accordingly. The drugs currently circulating in the market not only have a wide variety and large quantity, but also constantly have new drugs added. In contrast, only a few drugs have completed the aging adaptation of their instructions. Only by accelerating comprehensively from pilot projects to universal adoption can the effectiveness of pilot projects be expanded to the entire pharmaceutical market. In addition to fundamentally solving the problem of "too small characters", the difficulty of understanding professional terminology in the instruction manual is also a major obstacle to reading. On the basis of ensuring the completeness and accuracy of drug information, it is necessary to reconstruct the content system of the instructions using easy to understand language. The aging adaptation of drug instructions should not only rely on leading by the front, but also urge the backward. For this reform, the vast majority of pharmaceutical companies can actively respond and participate, but updating and upgrading drug instructions requires significant costs, and it is inevitable that some pharmaceutical companies will hesitate and hesitate. Reform cannot tolerate "waiting and watching", let alone "taking it slow". To avoid affecting the overall progress of reform, in the context of the excellent results achieved in the pilot program, it may be better to upgrade the pilot program to comprehensive popularization and force pharmaceutical companies to accelerate the pace of reform. It should be noted that comprehensive popularization is not just a verbal requirement, but should be implemented in concrete actions. In this regard, it is possible to consider establishing a constraint mechanism of "negative list+mandatory standards", requiring commonly used drugs to complete the transformation within a specified period of time. In addition, it is necessary to strengthen constraints in the drug approval and marketing process, such as including age appropriate modifications as a necessary condition for drug production licensing and marketing, and urging pharmaceutical companies to complete the modifications in a timely manner according to requirements. Although the anti-aging modification of drug instructions has achieved significant results, it only takes half a hundred miles. From pilot to comprehensive popularization, from font enlargement to content popularization transformation, the difficulties faced are still not small. From this perspective, we are currently in a critical period of improving the quality and expanding the scope of drug instructions for aging. Only by accelerating this reform can we complete the task of aging adaptation as scheduled, and ultimately enable every elderly person to read and understand drug instructions clearly, further strengthening the defense line of drug safety.
